LOCKER MURAL PUBLIC ART PROJECT
At their March 12, 2025, meeting, the Public Art Commission approved the design for the
Temporary Emergency Shelter Locker Mural for recommendation to the City Council for
final approval.
RECOMMENDATION:
It is recommended that the City Council adopt Resolution 25-24 approving the mural
design, submitted by the Tustin Unified School District Visual Arts Program, to be installed
on the lockers at the Temporary Emergency Shelter and authorize the Parks and
Recreation Department to execute an agreement with Tustin Unified School District.
FISCAL IMPACT:
Upon completion of the wall mural, the Tustin Unified School District Visual Arts Program
will be paid $4,000 from the Public Art Fund in the 2024-2025 Fiscal Year Budget.
CORRELATION TO THE STRATEGIC PLAN:
This public art project is in accordance with Goal A of the Tustin Strategic Plan to enhance
the vibrancy and quality of life in all neighborhoods and areas of the community.
BACKGROUND AND DISCUSSION:
Opened in March 2019, the Tustin Temporary Emergency Shelter is a City of Tustin owned
facility that is operated via a contract with the Orange County Rescue Mission. In addition to
eight (8) modular units that provide beds, a dining/lounge area, and a laundry room, the
shelter also provides lockers for the residents to secure their personal belongings. In all,
there are a total of 89 lockers in 20 sets of between three (3) and eight (8) lockers.

In 2024, after receiving a request from the Rescue Mission to repaint the lockers, staff
identified the potential for creating a public art mural at this location in partnership with the
TUSD Visual Arts Program. Once Tustin Unified School District (TUSD) interest in the project
was confirmed, staff worked with the Visual Arts program coordinator to incorporate concept
submissions from high school and middle school students into a combined design spanning
all the lockers. Titled "Unified Nature", the proposed mural features various water and nature
themed images specifically chosen to beautify the shelter for the benefit of the residents and
staff.
On March 12, 2025, the Public Art Commission approved the design received from the TUSD
Visual Arts Program. As per the City of Tustin Public Art Policy, this mural is being forwarded
to the City Council with a recommendation for final approval.
The Temporary Emergency Shelter Locker Mural will be painted by a group of middle
school and high school students under the leadership of the Visual Arts Program
Coordinator, and completion is expected in late April 2025.

RESOLUTION NO. 25-24
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN,
CALIFORNIA, APPROVING THE ARTWORK FOR THE TUSTIN TEMPORARY
EMERGENCY SHELTER LOCKER MURAL AS RECOMMENDED BY THE
PUBLIC ART COMMISSION AND AUTHORIZING THE PARKS AND
RECREATION DEPARTMENT TO EXECUTE AN AGREEMENT WITH THE
TUSTIN UNIFIED SCHOOL DISTRICT
WHEREAS, on March 20, 2018, the City Council adopted Resolution 18-17
establishing a City of Tustin Public Art Policy to commission public art; and
WHEREAS, the Public Art Fund includes an annual allocation of $40,000 for
public art; and
WHEREAS, the Tustin Temporary Emergency Shelter is a City of Tustin owned
facility that is operated by the Orange County Rescue Mission; and
WHEREAS, the Tustin Parks and Recreation Department, the Rescue Mission
and the Tustin Unified School District Visual Arts Program have collaborated to develop
the idea of installing a mural on the resident lockers located within the Shelter; and
WHEREAS, the Tustin Unified School District Visual Arts Program created a
mural design, titled "Unified Nature", spanning all 89 of the Shelter's lockers; and
WHEREAS, at its March 12, 2025 meeting, the Public Art Commission approved
the mural design for the lockers created by the Tustin Unified School District Visual Arts
Program and recommended the design to the City Council for final approval as set forth
in the accompanying staff report.
NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Tustin
as follows:
Section 1. The City Council hereby approves the artwork recommended by the
Parks and Recreation Department and authorizes the Director of Parks and Recreation
to execute an agreement with the Tustin Unified School District as recommended by the
Public Art Commission in a total amount not to exceed $4,000.
