Dear Tustin City Council,
I am writing to you as a concerned resident who is seeking clarification and transparency
regarding the ongoing discussions related to the Jessup developers' request for a fee waiver
under the Voluntary Workforce Housing Incentive Program. Additionally, I am requesting
clarification on Council Member Ryan Gallagher's change in recusal status.
Specifically, I would appreciate clear answers to the following questions:
1. What, other than the passage of time, has changed that would allow Council Member Ryan
Gallagher to alter his previous recusal status regarding the Jessup developers' project?
Considering the seriousness of the conflict of interest rules under the Levine Act, I believe it is
essential for the public to understand why this change has occurred.
2. What are the grounds that the Jessup developers are presenting for their request to eliminate
the In -Lieu Fee under the Voluntary Workforce Housing Incentive Program? I have been unable
to find any documentation or rationale provided in public records explaining the basis for this
request.
Transparency and accountability are fundamental to the trust between the City Council and
the residents of Tustin. I respectfully request a timely and thorough response to these inquiries.
