SCHINDLER, CITY MANAGER MICHAEL GRISSO, DIRECTOR OF PUBLIC WORKS SUBJECT: APPROVE PLANS AND SPECIFICATIONS AND AUTHORIZE ADVERTISEMENT FOR BIDS FOR THE EL CAMINO REAL WATER MAIN RELOCATION PROJECT SUMMARY: The plans and specifications for the El Camino Real Water Main Relocation Project have been prepared and the project is now ready for bid. RECOMMENDATION: It is recommended that the City Council adopt Resolution No. 25-27 approving plans and specifications for the El Camino Real Water Main Relocation Project and authorize the City Clerk to advertise to receive bids. FISCAL IMPACT: Utility Agreement COT-56 between the City of Tustin and the Orange County Transportation Authority authorizes the full reimbursement for final design and construction costs, minus an accrued depreciation credit of $2,650. A total of $540,000 was budgeted for the design and construction of this project. The estimated total costs for this project are $665,326. If necessary, additional funds will be requested after bids are received and during consideration of the contract award. CORRELATION TO THE STRATEGIC PLAN: The project contributes to the fulfillment of the City's Strategic Plan Goal B: Public Safety and Protection of Assets, specifically Strategy #5, to complete asset improvements to meet the needs of a growing population. Secondly, Goal D: Strong Community and Regional Relationships, specifically Strategy #2, by working collaboratively with outside agencies to address issues of mutual interest and concern. Docusign Envelope ID: 69AC4BE1-C8C1-48ED-981C-2B9F4B7E6EE8 City Council Agenda Report El Camino Real Water Main Relocation April 15, 2025 Page 2 BACKGROUND AND DISCUSSION: The Orange County Transportation Authority (OCTA) has partnered with the California Department of Transportation (Caltrans) in a project to widen Interstate 5 (1-5) from Yale Avenue to State Route 55 (SR-55), including improvements to the on- and off -ramps. The El Camino Real Water Main Relocation Project, Capital Improvement Program Project No. 60178 includes reconstruction of a retaining wall along the 1-5 northbound off -ramp at Red Hill Avenue, necessitating relocation of approximately 500 feet of a City -owned water pipe located in the El Camino Real street right-of-way. The City has claimed prior rights and assumes zero percent (0%) liability for the relocation costs. On December 3, 2024, the City Council approved Utility Agreement No. COT-56, agreeing to design and construct the necessary utility relocation work, while OCTA agrees to reimburse the City for all costs minus any applicable credits. Pursuant to Section 705 of the California Streets and Highways Code, credits are due to OCTA for the accrued depreciation of the replaced facilities and for the salvage value of materials or parts. Accrued depreciation credit has been calculated to be $2,650. NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Tustin as follows: Section 1. The plans and specifications presented by the City Engineer are hereby approved as the plans and specifications for: El Camino Real Water Main Relocation Project CIP No. 60178 Section 2. The City Clerk is hereby authorized and directed to advertise as required by law for the receipt of sealed bids or proposals for the performance of the work specified in the aforesaid plans and specifications.
