SUBJECT: APPROVE PLANS AND SPECIFICATIONS AND AUTHORIZE
ADVERTISEMENT FOR BIDS FOR TUSTIN SPORTS PARK TURF
RENOVATION FIELD #3 (CIP No. 20093)
SUMMARY:
The plans and specifications for the Tustin Sports Park Turf Renovation Field #3, Capital
Improvement Project No. 20093, have been prepared and the project is now ready to bid.
RECOMMENDATION:
It is recommended that the City Council adopt Resolution No. 25-18, approving the plans
and specifications for the Tustin Sports Park Turf Renovation Field #3 (CIP No. 20093) and
authorize the City Clerk to advertise to receive bids.
FISCAL IMPACT:
The engineer's estimate for Capital Improvement Plan No. 20093 is $650,000. The project
is funded with Park Development dollars as part of the 2024-2025 Capital Improvement
Program.
CORRELATION TO THE STRATEGIC PLAN:
Renovation of Tustin Sports Park Field #3 contributes to the fulfillment of Goal A of the
City's Strategic Plan regarding Economic and Neighborhood Development by making
improvements to existing parks to expand recreational activities.
BACKGROUND AND DISCUSSION:
Opened in 1996, Tustin Sports Park (12850 Robinson Drive) includes three (3) ballfields
that are original to the park's construction. These fields all see consistent use, primarily by
the city's adult softball leagues as well as various youth baseball and softball organizations.
Currently, the natural turf outfields of these ballfields is rough and uneven, which
significantly affects their playability, with Field #3 in the most need of attention. The

Community Services Commission has identified this project as next in line on their Seven -
Year CIP Priority List.
The renovation of the Tustin Sports Park Field #3 outfield area will include regrading,
replacing existing turf and irrigation, enhancing drainage and addressing poor soil
conditions. These improvements will help improve the safety and long-term viability of the
natural turf. Similar improvements for Tustin Sports Park Fields #1 and #2 are planned for
successive budget years.

RESOLUTION NO. 25-18
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA,
APPROVING PLANS AND SPECIFICATIONS FOR THE TUSTIN SPORTS PARK TURF
RENOVATION FIELD #3 PROJECT, CIP NO. 20093 AND AUTHORIZING
ADVERTISEMENT FOR BIDS
WHEREAS, it is the intention of the City Council of the City of Tustin to contract for the
Tustin Sports Park Turf Renovation Field #3, CIP No. 20093; and
WHEREAS, the City Engineer has presented plans and specifications for the construction
of said project; and
WHEREAS, the CIP No. 20093 project is categorically exempt from the California
Environment Quality Act, (CEQA), pursuant to CEQA Guidelines Section 15301(c) and (d)
(Class 1, repair, maintenance and restoration of existing public facilities).
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Tustin that:
Section 1. The plans and specifications presented by the City Engineer are hereby
approved as the plans and specifications for the project entitled:
Tustin Sports Park Turf Renovation Field #3
CIP No. 20093
Section 2. The City Clerk is hereby authorized and directed to advertise as required by
law for the receipt of sealed bids for the performance of work specified in the aforesaid plans
and specifications.
APPROVED AND ADOPTED at a regular meeting of the City Council of the City of Tustin
at a regular meeting held on the 151h day of April 2025.
