Initial City Manager a`V� Finance Director N/A BRIAN MONCRIEF, DEPUTY CITY MANAGER — REAL PROPERTY SUBJECT: CITY COUNCIL CONSIDERATION AND APPROVAL TO RELEASE A COMPETITIVE OFFERING FOR APPROXIMATELY 61 ACRES OF CITY -OWNED REAL PROPERTY WITHIN NEIGHBORHOOD G (PLANNING AREAS 15-A AND 15-C) OF THE TUSTIN LEGACY SPECIFIC PLAN SUMMARY: Staff is requesting City Council consideration and approval to release a competitive offering for approximately 61 acres of City -owned real property within Neighborhood G (Planning Areas 15-A and 15-C) of the Tustin Legacy Specific Plan pursuant to the procedures recently approved by the City Council in Resolution 25-10. RECOMMENDATION: It is recommended that the City Council take the following actions: 1. Authorize staff to release a competitive offering for approximately 61 acres of City - owned real property within Neighborhood G (Planning Areas 15-A and 15-C) of the Tustin Legacy Specific Plan pursuant to the procedures recently approved by the City Council in Resolution 25-10; and 2. Authorize the City Manager to continue and/or enter into temporary leases and licenses prior to final disposition. FISCAL IMPACT: There is no fiscal impact associated with this item. Docusign Envelope ID: 69AC4BE1-C8C1-48ED-981C-2B9F4B7E6EE8 City Council Agenda Report Tustin Legacy NG PAs 15-A and 15-C Offering Approval April 15, 2025 Page 2 CORRELATION TO THE STRATEGIC PLAN: The consideration and approval to release a competitive offering for approximately 61 acres of City -owned real property within Neighborhood G (Planning Areas 15-A and 15-C) of the Tustin Legacy Specific Plan contributes to the fulfillment of the City's Strategic Plan Goal A: Economic and Neighborhood Development. Specifically, this item implements Strategy 1, which is to develop critical phases of Tustin Legacy. BACKGROUND AND DISCUSSION: Approximately 61 acres within the Tustin Legacy Specific Plan (TLSP) Neighborhood G, more specifically Planning Areas (PA) 15-A and 15-C (Site), have been identified for a competitive offering process, including residential use and necessary right-of-way. However, the acreage may be subject to modification based on discussions with proposers through the offering process in an effort to optimize the Site for future development, infrastructure and/or other right-of-way considerations. The Site, as further described in Attachment 1, includes two (2) noncontiguous areas. The first area is generally bounded by Moffett Drive to the south; undeveloped land to the north with Edinger Avenue located just beyond the Site's northern boundary; undeveloped land to the west with Tustin Ranch Road just beyond the Site's western boundary; and Jamboree Road to the east. The second area is bounded by Tustin Ranch Road to the west, Warner Avenue to the south, Park Avenue to the east and Anton Legacy Apartments to the north. Neighborhood G PA 15 is categorized as Mixed Use -Transit per the TLSP and is "envisioned as the transit -oriented, residential core of Tustin Legacy." Other allowable uses within Neighborhood G PA 15 include retail, service commercial, hospitality, office and public/institutional uses. The land use plan for the TLSP is included as Attachment 2. If a proposal for the Site includes land uses not currently allowed under the TLSP, it would be subject to future City Council consideration and approval of a TLSP amendment. The City would take the necessary steps, as part of a future disposition, to declare the Site exempt surplus land in accordance with the Surplus Land Act (SLA), which would require that at least twenty-five percent (25%) of the residential units developed on the Site be restricted to lower income households and a minimum average density of 10 units per acre. On February 4, 2025, the City Council adopted Resolution 25-10 which established a policy requiring City Council consideration and approval prior to the release of any future competitive offerings for the disposition of City -owned real property. Pursuant to Resolution 25-10, staff is requesting City Council consideration and approval to prepare and release a competitive offering for the Site that will solicit offers and/or proposals for primarily residential uses with other ancillary uses.
