eComment: RE.: CDBG Tustin Funding Good evening all, My name is Aisha Khan, and I serve as
the Residential Director at Human Options. Human Options began providing domestic violence
services in Orange County over 40 years ago to address the critical needs of survivors and their
children. Since then, Human Options has grown to offer a 36-bed emergency shelter, transitional
housing, rapid rehousing, safety net, legal advocacy, mental health services, and prevention
education to 12,000 adults, children, seniors, and families annually. Since 2009, Human Options
has administered CDBG Tustin funds in support of Tustin survivors seeking Transitional
Housing. At this stage in a survivor's journey, they are beginning to rebuild their sense of safety,
sense of self, and their ability to re -gain self-sufficiency and independence. While they are now
free from the threat of violence, they still need a safe stepping stone as they re-establish their
new life without fear. According to the U.S. Department of Health and Human Services, between
22% and 57% of all homeless women report domestic violence as the immediate cause of their
homelessness. This statistic highlights just how necessary safe, stable housing is for survivors,
and how crucial CDBG Tustin funding is to preventing homelessness among this vulnerable,
often forgotten population within Tustin. We cannot underscore enough how critical CDBG Tustin
funding is to our ability to provide high -quality, trauma -informed, no -cost services for the Tustin
survivors accessing our specialized support. When you invest in survivors, you are not only
helping them reclaim their lives, you are strengthening families, creating safer communities, and
breaking generational cycles of violence. I appreciate the opportunity to share how important
CDBG Tustin funding is with the City Council this evening. In the City of Tustin, safety should
never be a privilege, it should be a right; and CDBG Tustin funding helps make that right a reality
