Meeting: Regular Meeting of the City Council/Special Closed Session-5:30 pm/Regular Meeting- 6:00 pm Item: PUBLIC HEARING ITEM 11 eComment: Public Comment to Tustin City Council Regarding the Home Repair Grant Program Submitted by Mike Speck, Director of Home Preservation, Habitat for Humanity of Orange County Dear Members of the Tustin City Council, Thank you for the opportunity to comment on the City's Home Repair Grant Program. On behalf of Habitat for Humanity of Orange County, I want to extend our appreciation for your partnership and to strongly encourage the continuation of this critical program. Since the launch of the program, interest from the community has been strong. Between August and December 15, 2024, we received 34 homeowner inquiries. Based on the information provided, 17 of those households appeared to meet the program's preliminary qualifications and were invited to submit full applications. Habitat accepted the first 8 applicants who submitted complete applications and met all eligibility requirements. Of those 8 accepted projects: 2 have been completed — one involved a roof replacement and the other included furnace and window replacements. 2 are currently in construction. 3 are in the estimation phase. 1 is waiting for its initial assessment. That final project is a "fill-in" project, pulled from the wait list and added to the group to replace one of the original 8 whose homeowner sadly passed away before repairs could begin. Since December 15, we've received an additional 23 inquiries, bringing the total to 57 Tustin households seeking assistance. Those who qualified but were not among the original 8 have been offered placement on our waitlist, should the program receive additional funding. They were also provided information about Habitat's CalHome Loan Program as an alternative option. This strong response confirms the continued and growing need for home repairs in Tustin — especially for seniors, low-income homeowners, and long-term residents who want to remain safely and securely in their homes. These aren't just construction projects — they are critical interventions that preserve housing, prevent displacement, and uplift our neighborhoods. We respectfully urge the City to continue funding the Home Repair Grant Program. The demand is real, the outcomes are measurable, and the impact on residents' lives can be profound.
