SUBJECT: ACCEPT IMPROVEMENTS AND FILE A NOTICE OF COMPLETION
FOR THE BARK BARRACKS DOG PARKS AT TUSTIN LEGACY
PARK PROJECT
SUMMARY:
Construction of The Bark Barracks Dog Parks at Tustin Legacy Park has been completed
to the satisfaction of the City Engineer and is now ready for City Council Acceptance.
RECOMMENDATION:
It is recommended that the City Council:
1. Adopt Resolution No. 25-31 accepting the improvement of The Bark Barracks Dog
Parks at Tustin Legacy Park; and
2. Authorize the City Engineer to execute and file the Notice of Completion with the
Orange County Recorder's Office.
FISCAL IMPACT:
The final construction cost for The Bark Barracks Dog Parks at Tustin Legacy Park, is
$1,335,565.50 with no contract change orders. The final construction cost came in lower
than the contractors base bid of $1,367,565.50, due to favorable existing field conditions.
Sufficient funds were budgeted and appropriated in the Capital Improvement Program
using Land Sale Proceeds Fund (Fund 189).
CORRELATION TO THE STRATEGIC PLAN:
This project advances Goal A of the City of Tustin Strategic Plan regarding Economic and
Neighborhood Development by making improvements to existing parks to expand
recreational activities.

BACKGROUND AND DISCUSSION:
The Bark Barracks Dog Parks at Tustin Legacy Park project is an approximately 1-acre dog
park that is incorporated within the existing Legacy Park and feature separate large and
small dog areas with natural turf and decomposed granite surfacing, two -gate entry
systems, various dog -friendly amenities, and additional lighting for evening use.
On May 21, 2024, the City Council authorized the award of a construction contract to Doja,
Inc. Construction was completed to the satisfaction of the City Engineer on April 11, 2025
and the project is now ready for City Council acceptance.

RESOLUTION NO. 25-31
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN,
CALIFORNIA, ACCEPTING THE PUBLIC WORKS AND IMPROVEMENT AND
AUTHORIZING THE RECORDATION OF THE NOTICE OF COMPLETION FOR
THE BARK BARRACKS DOG PARKS AT TUSTIN LEGACY PARK PROJECT
(CIP NO. 20091)
WHEREAS, Doja, Inc., having a contract with the City of Tustin to construct the
hereinafter described public works and improvement; and
WHEREAS, the City Engineer has duly certified to the construction and completion
of said public improvement hereinafter mentioned in a manner satisfactory to the City
Council of the City of Tustin; and
WHEREAS, the City Council finds that said contractor has completed said public
improvement hereinafter more particularly described in accordance with the provisions of
the contract documents and the Notice of Completion, and acceptance of said public
works and improvement should be filed and payment of the balance due said contract
authorized in accordance with the contract documents.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Tustin
that said public works and improvement is found to be complete, and the same is hereby
accepted. Said public works and improvement is more particularly described as follows:
The Bark Barracks Dog Parks at Tustin Legacy Park
CIP No. 20091
BE IT FURTHER RESOLVED that the City Engineer of the City of Tustin is hereby
authorized to execute and file a Notice of Completion for the acceptance of said public
works and improvement described herein as required by law.
PASSED AND ADOPTED at a regular meeting of the City Council of the City of
Tustin held on the 6t" day of May, 2025.
