SUMMARY:
TO RENAME THE CITY OF TUSTIN
TO THE LOU BONE TUSTIN CORPORATE
Consideration of a request from Mayor Austin Lumbard to recognize former Mayor Lucien
"Lou" Bone by renaming the City of Tustin Corporate Yard, located at 1472 Service Road, to
The Lou Bone Tustin Corporate Yard and commemorating the honor with the placement of a
plaque near the main entrance of the building.
RECOMMENDATION:
Direct staff to proceed with the renaming of the Corporate Yard, the acquisition and
installation of a commemorative 20" x 30" bronze plaque.
FISCAL IMPACT:
There is no fiscal impact to the City associated with acquisition and installation of the
commemorative plaque. Private funds have been raised by community members to cover
these costs. The total cost is $6,100.
CORRELATION TO THE STRATEGIC PLAN:
The renaming of the City of Tustin Corporate Yard contributes to the fulfillment of the City's
Strategic Plan Goal E — Organizational Excellence and Customer Service, honoring former
Mayor Lucien "Lou" Bone for his promotion and enhancement of strong ethics, as well as
recognizing his excellent leadership and outstanding performance during his years of public
service to the City.
BACKGROUND AND DISCUSSION:
The Honorable Lucien "Lou" Bone was an impactful public servant and fixture in the Tustin
community, dedicating 8 years of service to the Tustin City Council. Elected to the Tustin

City Council in 2000 and re-elected in 2004, he served as Mayor in 2005 and 2007, as well
as Mayor Pro Tempore in 2004.
A dedicated and respected councilmember, former Mayor Bone had an exceptional public
service career. During his tenure, he was Chair of the California High Speed Railway
Authority and the Maglev Task Force; co-founded Tustin Pride; and served as a member
of the Orange County Council of Governments, the Santa Ana River Flood Protection
Agency, the Southern California Association of Governments, the Water Advisory
Committee of Orange County, and the Orange County Vector Control. Former Mayor Bone
also represented the Orange County region on the California State League of Cities —
Transportation, Communication, and Public Works Policy Committee.
As a passionate advocate for public work projects, infrastructure development, and
transportation planning, former Mayor Bone's legacy in Tustin includes the development of
the Tustin Legacy planned community, The District at Tustin Legacy, Villages of Columbus,
Village of Hope, Advanced Technology Education Park, John Laing Homes, Prospect
Village, Fields I and II; and the completion of the Tustin Metrolink Station, Pioneer Park,
Newport Avenue / SR 55 Northbound Ramp Reconfiguration and the Edinger Avenue
"Smart Street" Widening Project.
Upon his recent passing, members of the Tustin community launched a campaign to
rename the City of Tustin Corporate Yard, located at 1472 Service Road, after former
Mayor Bone. Funds raised by the community will allow for the acquisition and installation
of the 20" x 30" bronze plaque to occur at no cost to the City.
This commemoration would add former Mayor Bone to the list of several other influential
members of the Tustin community that have been recognized and bestowed a plaque by
the City Council or the community at large. Other such recognitions include:

• Mayor Richard B. "Dick" Edgar — Peppertree Park Stage and Bandshell
• Columbus Tustin — Columbus Tustin Recreation Facility

• Mary Kelly — Wishing Well
• Margaret Pottenger - Bench
