ASSEMBLY BILL 2561
State Legislature declared job vacancies are a widespread and significant problem in the
public sector, high job vacancy rates adversely impact public service and employees, and
there is a statewide interest in ensuring public agencies are appropriately staffed
Effective January 1, 2025, public agencies are required to annually present the status of their
vacancies and recruitment and retention efforts during a public hearing
If the vacancy rate of any bargaining unit is 20% or higher, the public agency must provide
additional vacancy/recruitment information upon request of the bargaining unit
Employee bargaining unit representatives have the option of making a presentation
