SCHINDLER, CITY MANAGER MICHAEL GRISSO, DIRECTOR OF PUBLIC WORKS ACCEPT IMPROVEMENTS AND FILE A NOTICE OF COMPLETION FOR THE JOHN LYTTLE RESERVOIR IMPROVEMENTS PROJECT Construction of the John Lyttle Reservoir Improvements Project has been completed to the satisfaction of the City Engineer and is now ready for City Council acceptance. RECOMMENDATION: It is recommended that the City Council: 1. Adopt Resolution No. 25-12 accepting the improvement of the John Lyttle Reservoir Improvements Project; and 2. Authorize the City Engineer to execute and file the Notice of Completion with the Orange County Recorder's Office. FISCAL IMPACT: The final construction cost for the John Lyttle Reservoir Improvements Project is $741,596.41, including contract credits and change orders, and approximately 2% lower than original contract amount of $758,088.92. Sufficient funds were budgeted and appropriated in the Capital Improvement Program using 2024 Water Bond Fund (Fund 307). CORRELATION TO THE STRATEGIC PLAN: The John Lyttle Reservoir Improvements Project contributes to the fulfillment of the City's Strategic Plan Goal B: Public Safety and Protection of Assets, Strategy 5; Create and implement a plan to protect the City's public assets. Specifically, the project implementation of Strategy 5a, which among other items, is for the improvement of public facilities. Docusign Envelope ID: 3EFE5DE9-C71 E-480B-80B0-BFC4B657B312 City Council Agenda Report Notice of Completion for John Lyttle Reservoir May 20, 2025 Page 2 BACKGROUND AND DISCUSSION: The City's 2023 Water Master Plan identified the rehabilitation of John Lyttle Reservoir as a "high priority project." Originally constructed in 1976, the reservoir is located northwest of 2062 Foothill Boulevard in North Tustin. The facility is a partially buried, steel cylindrical tank designed to provide 150,000 gallons of emergency water storage in Zone 3 of the City's water system. Following the completion of the Water Master Plan, a comprehensive site assessment and corrosion evaluation revealed moderate to severe corrosion on both the interior and exterior surfaces of the tank, leading to the recommendation of several safety, health, and code improvements. On August 20, 2024, the City Council authorized the award of a construction contract to Unified Field Services Corporation. The project consisted of the application of protective coatings to the interior and exterior surfaces of the tank, as well as waste management, disinfection of interior surfaces, and modifications to various structural components to ensure compliance with current safety standards, health codes, and regulations. Construction was completed to the satisfaction of the City Engineer on April 24, 2025, and the project is now ready for City Council acceptance. Resolution No. 25-12 Docusign Envelope ID: 3EFE5DEg-C71E-480B-80B0-BFC4B657B312 RESOLUTION NO. 25-12 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, ACCEPTING THE PUBLIC WORKS AND IMPROVEMENT AND AUTHORIZING THE RECORDATION OF THE NOTICE OF COMPLETION FOR THE JOHN LYTTLE RESERVOIR IMPROVEMENTS PROJECT, (CIP NO. 60148) WHEREAS, Unified Field Services Corporation, having a contract with the City of Tustin to construct the hereinafter described public works and improvement; and WHEREAS, the City Engineer has duly certified to the construction and completion of said public improvement hereinafter mentioned in a manner satisfactory to the City Council of the City of Tustin; and WHEREAS, the City Council finds that said contractor has completed said public improvement hereinafter more particularly described in accordance with the provisions of the contract documents and the Notice of Completion, and acceptance of said public works and improvement should be filed and payment of the balance due said contract authorized in accordance with the contract documents. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Tustin that said public works and improvement is found to be complete, and the same is hereby accepted. Said public works and improvement is more particularly described as follows: John Lyttle Reservoir Improvements Project CIP No. 60148 BE IT FURTHER RESOLVED that the City Engineer of the City of Tustin is hereby authorized to execute and file a Notice of Completion for the acceptance of said public works and improvement described herein as required by law.
