SUBJECT: CONSULTANT SERVICES AGREEMENT WITH SECURITAS
SECURITY SERVICES USA, INC.
SUMMARY:
Staff is requesting approval to enter into a Consultant Services Agreement with Securitas
Security Services USA, Inc. for on -site security guard services for the South Hangar at
Tustin Legacy.
RECOMMENDATION:
It is recommended that the City Council authorize the City Manager or designee to execute
a Consultant Services Agreement with Securitas Security Services USA, Inc., subject to
non -substantive additions or modifications as may be deemed necessary and/or
recommended by the City Attorney.
FISCAL IMPACT:
The proposed compensation for the Consultant Services Agreement with Securitas
Security Services USA, Inc. is not to exceed $725,000 for June 2025 through May 2026.
Sufficient funds have been appropriated in the Fiscal Year 2024-2025 amended budget
and the proposed Fiscal Year 2025-2026 budget.

The Consultant Services Agreement with Securitas Security Services USA, Inc. contributes
to the fulfillment of the City's Strategic Plan Goal B: Public Safety and Protection of Assets.
Specifically, this item implements Strategy 2 which is to enhance Tustin's readiness to
respond to major disasters and Strategy 3 which is to provide enhanced emergency
response planning for schools and event venues.
BACKGROUND AND DISCUSSION:
Securitas Security Services USA, Inc. (Securitas) is the world's largest provider of security
officers and related services. Securitas is established in 57 countries on multiple continents

including North America, Europe, South America, and Asia. Nationally, Securitas has nearly
700 District Managers that offer the commitment of a small business owner with profit and
loss responsibility for their local operation, as well as 90,000 security officers.
Securitas has been the on -site security service for the South Hangar area since April 2024.
Securitas has provided a higher level of service and attention to detail than previous security
companies employed by the City. Securitas maintains on -site security staff 24 hours per day,
7 days a week specifically focused on the South Hangar. Certain staff are dedicated to
monitoring cameras while others are assigned to vehicles patrolling the site.
On -site security is one element of ongoing property protection for the South Hangar. In
addition to on -site security guard services, the City has:
- Deployed six (6) trailer mounted cameras around the building that are fed to on -site
security and off -site monitoring
- Deployed six (6) lights co -located with the cameras to allow for greater visibility
- Completed installation of temporary power for the South Hangar to provide power to the
western large hangar doors and six (6) roll -up doors
- Completed modifications to the six (6) roll -up doors around the South Hangar to provide
emergency ingress and egress for public safety personnel
- Commenced construction of a new 8 foot vinyl fence on the perimeter of streets adjacent
to the South Hangar
- Commenced installation of concertina wire around the South Hangar for additional
protection
- Completed design of a fire panel/fire alarm system
- Completed design of additional temporary water lines and fire hydrants
If approved by the City Council, the City would execute a Consultant Services Agreement
(CSA) with Securitas. This is not proposed as a sole -source contract as Securitas was
selected from a competitive process in early 2024 that involved the City Manager's Office,
Real Property Division, Police Department, and City emergency management contractors.
The term of the CSA is proposed for June 2025 through May 2026. The proposed
compensation includes the staffing costs along with costs for guard booth rental, vehicle fees
and anticipated fuel usage. Staff will bring new CSAs for City Council consideration each
year and plans to advertise a new request for proposals for security guard services in three
years to ensure the City is receiving the best price for the services required.
