HomeMy WebLinkAboutItem 9 - Fire Hazard Severity Zone2025 Fire Hazard Severity Zone Maps Tuesday, June 3, 2025 Fire Hazard Severity Zones FHSZs were developed by the State of California in response to significant destructive fires Purpose: To identify levels of Fire Hazards (Moderate, High, Very High) Process: The State Fire Marshal completes regional assessments of Fire Hazards, which reflect current conditions and risk factors Factors include vegetation, topography, weather, crown fire potential, ember production and movement Incorporates the latest scientific methodologies and data FHSZ Maps Published by CAL FIRE on March 24, 2025 FHSZ Maps are inclusive of moderate, high, and very high zones Maps distinguish between State Responsibility Area and Local Responsibility Area All local jurisdictions within the local responsibility areas are required to adopt the State Fire Marshal identified FHSZ maps by ordinance within 120 days of their release Local jurisdictions are allowed to increase FHSZ designations; decreases are not permitted Hazard vs. Risk Hazard Based on physical conditions that create expected fire behavior over a 50-year period Does not consider short-term modifications or parcel -specific modifications Risk Potential damage a fire can do to an area under existing conditions, including fuel reduction projects, defensible space, ignition resistant building construction Fire Hazard Severity Zones (FHS ) in focal Responsibility Area (LRA), as Identified by the State Fire Marshal = Very High High Moderate Fire Hazard Severity Zones in State Responsibility Area (SRA), Effective April 17 2024 Very High &WA ARA P,_ 4. �k i , err r1 JJJd Y/f f ' I FHSZs within Tustin Zone Type # of Residential Parcels # of Acres Very High 19223 443 High 110 57 Moderate 97 55 Total 1, 430 555 UNINCORPORATED ORANGE CO. ♦ r r t4, trl4lt ♦ r r Requirements for the Zones Parcels in the Very High Zones Defensible Space within 100 feet of structure Property Real Estate Disclosures New Building Compliance with Chapter 7A CEQA and Subdivision Map Act Review Parcels in the High Zones Property Real Estate Disclosures New Building Compliance with Chapter 7A Parcels in the Moderate Zones None Next Steps Tonight - Introduce Ordinance No. 1568 June 17, 2025 - Second Reading of Ordinance No. 1568 If adopted, Ordinance No. 1568 will be submitted to the State Board of Forestry and Fire Protection within 30 days as required by State law
