SUBJECT: ADOPT RESOLUTION NO. 25-46 APPROVING FISCAL YEAR 2025-
2026 SENATE BILL 1 PROJECT LIST TO BE SUBMITTED TO THE
CALIFORNIA TRANSPORTATION COMMISSION
SUMMARY:
To be eligible to receive new funding under Senate Bill 1, the City is required to submit a
Project List to the California Transportation Commission no later than July 1, 2025.
RECOMMENDATION:
1. Adopt Resolution No. 25-46 identifying projects to be submitted to the California
Transportation Commission for Senate Bill 1 funding; and
2. Direct staff to submit the Project List to the California Transportation Commission on
behalf of the City.
FISCAL IMPACT:
Submittal of the Project List to the California Transportation Commission allows the City to
receive funding for maintenance, rehabilitation, and safety -related roadway projects. Staff
estimates revenue for Fiscal Year (FY) 2025-26 is approximately $2,108,000.
CORRELATION TO THE STRATEGIC PLAN:
The recommended actions contribute to the fulfillment of the City's Strategic Plan Goal B,
Public Safety and Protection of Assets, ensuring that Tustin is an attractive, safe, and well -
maintained community in which people feel pride.
BACKGROUND AND DISCUSSION:
On April 28, 2017, the Governor signed Senate Bill 1 (SB 1), which is known as the Road
Repair and Accountability Act of 2017, to provide additional funding to improve California's
transportation infrastructure and included significant additional funding for local
governments to improve their roadways and other transportation facilities. SB 1 prioritizes

this funding towards critical maintenance, rehabilitation, and safety improvements on state
highways, local streets and roads, and bridges, and to improve the state's trade corridors,
transit, and active transportation facilities.
Beginning November 1, 2017, the State Controller began depositing various portions of this
new funding into the newly created Road Maintenance and Rehabilitation Account (RMRA).
A percentage of the RMRA funding is apportioned by formula to eligible cities and counties
for basic road maintenance, rehabilitation, and critical safety projects on the local streets
and roads system. The City is required to adopt a Project List by resolution and submit it
to the California Transportation Commission (CTC) annually by July 1 for the upcoming
fiscal year.
As codified in the Streets and Highways Code (SHC), RMRA local streets and roads
allocations must be used for projects that include, but are not limited to:
• Road maintenance and rehabilitation
• Bridge replacement and rehabilitation
• Safety projects
• Railroad grade separations
• Traffic control devices
• Completion of street components, including active transportation purposes,
pedestrian and bicycle safety projects, transit facilities, and drainage and stormwater
capture projects in conjunction with any other allowable project.
The attached Resolution No. 25-46 includes a list of previously proposed and adopted
projects and newly listed projects that may utilize FY 2025-26 RMRA revenues in their
delivery, that will be submitted to the CTC for review. To ensure roadway maintenance
projects are fully funded, staff may also recommend the use of Gas Tax, Measure M2 Fair
Share funding, or grants. A list of eligible cities and counties will be adopted by the CTC in
June and subsequently submitted to the State Controller. It is expected that the State
Controller will continuously apportion RMRA funds on a monthly basis.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN,
CALIFORNIA, ADOPTING A LIST OF PROJECTS FOR FISCAL YEAR 2025-26
FUNDED BY SB 1: THE ROAD REPAIR AND ACCOUNTABILITY ACT OF 2017
WHEREAS, Senate Bill 1 (SB 1), the Road Repair and Accountability Act of 2017
(Chapter 5, Statutes of 2017) was passed by the Legislature and signed into law by the
Governor in April 2017 to address the significant multi -modal transportation funding
shortfalls statewide; and
WHEREAS, SB 1 includes accountability and transparency provisions that will
ensure the residents of the City are aware of the projects proposed for funding in our
community and which projects have been completed each fiscal year; and
WHEREAS, the City must adopt by resolution a list of all projects proposed to receive
fiscal year funding from the Road Maintenance and Rehabilitation Account (RMRA), created
by SB 1, which must include a description and the location of each proposed project, a
proposed schedule for the project's completion, and the estimated useful life of the
improvement; and
WHEREAS, the City will receive an estimated $2,108,000 in RMRA funding in Fiscal
Year 2025-26 from SB 1; and
WHEREAS, this is the ninth year in which the City is receiving SB 1 funding and will
enable the City to continue essential road maintenance and rehabilitation projects, safety
improvements, and increasing access and mobility options for the traveling public that would
not have otherwise been possible without SB 1; and
WHEREAS, the City used a Pavement Management Plan (PMP) and Capital
Improvement Program to develop the SB 1 project list to ensure revenues are being used
on the most high -priority and cost-effective projects that also meet priorities for
transportation investment; and
WHEREAS, the funding from SB1 will enable the City to maintain and rehabilitate 3.8
miles of roadway this fiscal year; and
WHEREAS, the 2023 California Statewide Local Streets and Roads Needs
Assessment found that the City's streets and roads are in good condition, and this revenue
will help us maintain the current condition over the next decade; and
WHEREAS, the City's PMP has been developed to assist City personnel by providing
current data on the City's street network and to develop cost-effective maintenance
strategies to maintain a desirable level of pavement performance on a network scale, while
optimizing the expenditure of limited fiscal resources; and

WHEREAS, the City's weighted pavement condition index (PCI) for the entire
network is 82.5; and
WHEREAS, system sustainability can only be achieved through proactive scheduling
and the implementation of cost-efficient pavement applications; and
WHEREAS, restoring roads before they fail reduces construction costs and
successive years of collecting pavement condition data has shown that it is far more
economical to preserve roads than to delay repairs; and
WHEREAS, the SB 1 project list and overall investment in our local streets and roads
infrastructure with a focus on basic maintenance and safety, investing in complete streets
infrastructure, and using cutting -edge technology, materials and practices, will have
significant positive co -benefits statewide.
NOW, THEREFORE, BE IT RESOLVED that:
1. The foregoing recitals are true and correct; and
2. The newly proposed project listed on the attached Exhibit A will be funded in -part
or solely with Fiscal Year 2025-26 Road Maintenance and Rehabilitation Account
revenues; and
3. The previously proposed and adopted projects listed on the attached Exhibit A may
also utilize Fiscal Year 2025-26 Road Maintenance and Rehabilitation Account
revenues in their delivery. With the re -listing of these projects in the adopted fiscal
year resolution, the City is reaffirming to the public and the State its intent to fund
these projects with Road Maintenance and Rehabilitation Account revenues.
