SUBJECT: ACCEPT IMPROVEMENTS AND FILE A NOTICE OF COMPLETION
FOR THE BENETA WELL NO. 2 — PHASE II EQUIPPING PROJECT
SUMMARY:
Construction of the Beneta Well No. 2 — Phase II Equipping Project has been completed to
the satisfaction of the City Engineer and is now ready for City Council acceptance.
RECOMMENDATION:
It is recommended that the City Council:
1. Adopt Resolution No. 25-49 accepting the improvement of the Beneta Well No. 2 —
Phase II Equipping Project; and
2. Authorize the City Engineer to execute and file the Notice of Completion with the
Orange County Recorder's Office.
FISCAL IMPACT:
The final construction cost for the Beneta Well No. 2 — Phase II Equipping Project is
$3,091,274.21, approximately 0.2% lower than the original contract amount of
$3,096,800.00 and there were no contract change orders. This project was funded using
2024 Water Revenue Bond proceeds.
CORRELATION TO THE STRATEGIC PLAN:
The project contributes to the fulfillment of the City's Strategic Plan Goal B: Public Safety
and Protection of Assets. Specifically, the project implements Strategy 1, which among
other items, is to ensure continuous maintenance and improvement of public facilities. In
addition, Goal D: Foster strong relationships within the community, specifically, Strategy 2,
enhance collaborative efforts with agencies within and outside Tustin on issues of mutual
interest and concern.

BACKGROUND AND DISCUSSION:
Orange County Water District (OCWD), in partnership with Santa Ana Watershed Project
Authority, was awarded $7,875,000 in Proposition 84 grant funds from the Department of
Water Resources for the Santa Ana River Conservation and Conjunctive Use Program.
These grant funds were dedicated to construct five additional groundwater wells within the
OCWD service boundaries. Tustin was selected as one of five Orange County water
agencies to receive $1,575,140 in matching funds to assist in the construction of a new
groundwater well. On February 2, 2021, the City Council approved a contract entitled
"Contract Between Orange County Water District and the City of Tustin Regarding
Construction of Wells for Santa Ana River Conservation and Conjunctive Use Program
Water Bank".
Construction of the Phase I Drilling Project was completed in 2022. On October 4, 2022,
the City Council authorized the award of a construction contract for the Phase II Equipping
Project to Arnaz Engineering Contractors, Inc. The project consisted of construction of a
concrete block building to house the well, installation of a vertical turbine pump, motor and
associated piping, electrical equipment, construction of a pump to waste settling basin with
discharge pipe to the Orange County Flood Control District flood channel, piping and
fittings, chlorination facility, drainage of the site, landscaping and irrigation, paving,
motorized gate and accessories, connections to existing utilities, permits, and disinfection
and startup.
Construction was completed to the satisfaction of the City Engineer on May 30, 2025, and
the project is now ready for City Council acceptance.

RESOLUTION NO. 25-49
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN,
CALIFORNIA, ACCEPTING THE PUBLIC WORKS AND IMPROVEMENT AND
AUTHORIZING THE RECORDATION OF THE NOTICE OF COMPLETION FOR
THE BENETA WELL NO. 2 — PHASE II EQUIPPING PROJECT, (CIP NO. 60151)
WHEREAS, Arnaz Engineering Contractors, Inc., having a contract with the City
of Tustin to construct the hereinafter described public works and improvement; and
WHEREAS, the City Engineer has duly certified to the construction and completion
of said public improvement hereinafter mentioned in a manner satisfactory to the City
Council of the City of Tustin; and
WHEREAS, the City Council finds that said contractor has completed said public
improvement hereinafter more particularly described in accordance with the provisions of
the contract documents and the Notice of Completion, and acceptance of said public
works and improvement should be filed and payment of the balance due said contract
authorized in accordance with the contract documents.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Tustin
that said public works and improvement is found to be complete, and the same is hereby
accepted. Said public works and improvement is more particularly described as follows:

CIP No. 60151
BE IT FURTHER RESOLVED that the City Engineer of the City of Tustin is hereby
authorized to execute and file a Notice of Completion for the acceptance of said public
works and improvement described herein as required by law.
PASSED AND ADOPTED at a regular meeting of the City Council of the City of
Tustin held on the 17t" day of June 2025.
