AWARD CONSTRUCTION CONTRACT FOR THE EL CAMINO REAL
WATER MAIN RELOCATION PROJECT
Staff is requesting the City Council award a construction contract to the lowest
responsive/responsible bidder for the El Camino Real Water Main Relocation Project.
RECOMMENDATION:
It is recommended that the City Council:
1. Award a construction contract to the lowest responsive/responsible bidder, G&A Nelos
Construction, Inc. in the amount of $393,399.10 for the El Camino Real Water Main
Relocation Project and authorize the Mayor and the City Clerk to execute the contract
documents on behalf of the City; and
2. Authorize the remaining project budgeted appropriation in excess often percent (10%)
above the contract amount as additional contingency.
FISCAL IMPACT:
Utility Agreement COT-56 between the City of Tustin and the Orange County
Transportation Authority authorizes the full reimbursement for final design and construction
costs, minus an accrued depreciation credit of $2,650.
The FY 2024-25 Capital Improvement Program budget has $500,000 allocated from Water
Capital Fund for the construction phase of the El Camino Real Water Main Relocation
Project.
CORRELATION TO THE STRATEGIC PLAN:
The project contributes to the fulfillment of the City's Strategic Plan Goal B: Public Safety
and Protection of Assets, specifically Strategy No. 5, to complete asset improvements to
meet the needs of a growing population. Secondly, Goal D: Strong Community and

Regional Relationships, specifically Strategy No. 2, by working collaboratively with outside
agencies to address issues of mutual interest and concern.
BACKGROUND AND DISCUSSION:
The Orange County Transportation Authority (OCTA) has partnered with the California
Department of Transportation (Caltrans) in a project to widen Interstate 5 (1-5) from Yale
Avenue to State Route 55 (SR-55), including improvements to the on- and off -ramps.
Planned reconstruction of a retaining wall along the 1-5 northbound off -ramp at Red Hill
Avenue necessitates relocation of approximately 500 feet of a City -owned water pipe
located in the El Camino Real street right-of-way. The City has claimed prior rights and
assumes zero percent liability for the relocation costs.
On December 3, 2024, the City Council approved Utility Agreement No. COT-56, agreeing
to design and construct the necessary utility relocation work, while OCTA agrees to
reimburse the City for all costs minus any applicable credits. Pursuant to Section 705 of
the California Streets and Highways Code, credits are due to OCTA for the accrued
depreciation of the replaced facilities and for the salvage value of materials or parts.
Accrued depreciation credit has been calculated to be $2,650.
The project scope of work consists of abandonment of approximately 500 feet of existing
8-inch water main located on the south side of the street; removal and disposal of one fire
hydrant; abandonment of existing service laterals; installation of a new 8-inch water main
located 3 feet north of centerline and appurtenances; installation of a new fire hydrant
assembly; installation of new service laterals and meters; asphalt restoration; striping; and
other incidental work as required to complete the project in accordance with the contract
documents.
Formal bids were submitted electronically and publicly opened on May 29, 2025. Fifteen
(15) bids were received and are summarized as follows:

Staff has reviewed the references, the State Contractor's License and registration with the
Department of Industrial Relations and has determined G&A Nelos Construction, Inc.
meets the City's requirements and are appropriate for the subject project.
Staff recommends that the City Council award the construction contract to the lowest
responsive/responsible bidder, G&A Nelos Construction, Inc. for the El Camino Real Water
Main Relocation Project.
