NOTICE OF COMPLETION FOR THE COUNCIL CHAMBER /
COMMUNITY CENTER ROOF REPLACEMENT PROJECT
Construction for the Council Chamber / Community Center Roof Replacement Project has
been completed to the satisfaction of the City Engineer and is now ready for City Council
acceptance.
RECOMMENDATION:
It is recommended that the City Council:
1. Adopt Resolution No. 25-51 accepting the Council Chamber/Community
Center Roof Replacement Project; and
2. Authorize the City Engineer to execute and file the Notice of Completion with
the County Recorder's Office.
FISCAL IMPACT:
The authorized contract amount was $786,786.00. The final construction costs are
$763,147.00, including a reduction in materials and associated freight and project change
orders.
CORRELATION TO THE STRATEGIC PLAN:
This project contributes to the fulfillment of the City's Strategic Plan Goal B: Public Safety
and Protection of Assets, Strategy 5; Create and implement a plan to protect the City's
public assets. Specifically, the implementation of Strategy 5a, which among other items,
supports continued improvement of public facilities.
BACKGROUND AND DISCUSSION:
The Council Chamber / Community Center Roof Replacement Project replaced the original
1993 roof that had reached the end of its useful life. The new tile roof includes a 30-year

manufacturer's warranty, new rain gutters and downspouts, and two new roof -mounted air-
conditioning units.
The project was completed on June 2, 2025, and is now ready for City Council acceptance.

RESOLUTION NO. 25-51
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN,
CALIFORNIA, ACCEPTING THE PUBLIC WORKS AND IMPROVEMENT AND
AUTHORIZING THE RECORDATION OF THE NOTICE OF COMPLETION FOR
THE COUNCIL CHAMBER/COMMUNITY CENTER ROOF REPLACEMENT
PROJECT (CIP NO. 10032)
WHEREAS, Garland/DBS, Inc., having a contract with the City of Tustin to
construct the hereinafter described public works and improvement; and
WHEREAS, the City Engineer has duly certified to the construction and completion
of said public improvement hereinafter mentioned in a manner satisfactory to the City
Council of the City of Tustin; and
WHEREAS, the City Council finds that said contractor has completed said public
improvement hereinafter more particularly described in accordance with the provisions of
the contract documents and the Notice of Completion, and acceptance of said public
works and improvement should be filed and payment of the balance due said contract
authorized in accordance with the contract documents.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Tustin
that said public works and improvement is found to be complete, and the same is hereby
accepted. Said public works and improvement is more particularly described as follows:
Council Chamber/Community Center Roof Replacement Project CIP 10032
BE IT FURTHER RESOLVED that the City Engineer of the City of Tustin is hereby
authorized to execute and file a Notice of Completion for the acceptance of said public
works and improvement described herein as required by law.
PASSED AND ADOPTED at a regular meeting of the City Council of the City of
Tustin held on the 15th day of July, 2025.
