SCHINDLER, CITY MANAGER MICHAEL GRISSO, DIRECTOR OF PUBLIC WORKS SUBJECT: APPROVE PLANS AND SPECIFICATIONS AND AUTHORIZE ADVERTISEMENT FOR BIDS FOR THE MAIN STREET AND OLD TOWN IMPROVEMENTS PROJECTS SUMMARY: The plans and specifications for the Main Street Improvements Project and the Old Town Improvements Project have been completed, and the projects are now ready for bid. Construction is anticipated to begin in November 2025, with completion estimated in Summer 2026. RECOMMENDATION: It is recommended that the City Council adopt Resolution No. 25-15 approving the plans and specifications for the Main Street Improvements Project and the Old Town Improvements Project and authorize the City Clerk to advertise to receive bids. FISCAL IMPACT: The City Council approved the Fiscal Year 2025-2026 Capital Improvement Program on June 3, 2025, which includes funding in the amount of $7,000,000 for the Main Street Improvements Project and $3,993,741 for the Old Town Improvements Project. The engineer's estimates are $6,820,000 for the Main Street Improvements Project and $4,370,000 for the Old Town Improvements Project. As the bids are received and verified, staff will bring back a recommendation to award a contract, and if necessary appropriate additional funding from Measure M2 and Gas Tax funds to complete the projects. CORRELATION TO THE STRATEGIC PLAN: Construction of the Main Street and Old Town Improvements Projects contributes to the fulfillment of the City's Strategic Plan Goal A: Economic and Neighborhood Development. Specifically, the projects implement Strategy #2, which, among other items, is to improve Old Town, and Strategy #8, to create linkages between parts of the community through a Docusign Envelope ID: 78C8468B-4294-4673-A5E3-DDB71DE1A21D0 City Council Agenda Report Main Street and Old Town Improvements Projects July 15, 2025 Page 2 variety of means, such as bike lanes. The projects also contribute to fulfilling Goal B: Public Safety and Protection of Assets. Specifically, the projects implement Strategy #5a, which is to ensure continuous maintenance and improvement of public facilities. BACKGROUND AND DISCUSSION: On July 3, 2018, the City Council adopted the Downtown Commercial Core Specific Plan (DCCSP), a master plan to revitalize the City's commercial core. The Main Street and Old Town Improvements Projects will contribute towards the fulfillment of the DCCSP's goals and objectives in creating a strong gateway into the Central Commercial Core Area with enhanced streetscape, creating a pedestrian and bicycle -friendly environment along Main Street between Newport Avenue and Prospect Avenue and along El Camino Real between Newport Avenue and First Street. Proposed improvements on Main Street include reducing the curb -to -curb width to approximately 56 feet to match the roadway west of Prospect Avenue; widening the sidewalks on both sides of the street; relocating the library parking lot driveway easterly to align with the Tustin Plaza driveway on the south side of the street, including an in - pavement lighted crosswalk; constructing a 12-foot wide landscaped median; reconfiguring on -street parking to angled parking; installing a gateway sign spanning the street; installing electrical receptacles at tree well locations and the necessary electrical circuits to power "mini -string lights" in the trees; and adding Class II bike lanes, street trees, street furniture, and lighting. The Old Town Improvements Project includes construction of seven (7) parklets, closure of two (2) driveways to vacant lots on El Camino Real to create eight (8) new parking spaces, crosswalk improvements on Main Street at the intersections of C Street and Prospect Avenue including an actuated crosswalk warning system, electrical undergrounding improvements on Main Street between C Street and Prospect Avenue to provide street tree lighting, installation of manually retractable bollards at key intersection locations in Old Town, implementation of bike "sharrow" striping improvements on El Camino Real and Main Street, enhanced public parking directional signs in the Old Town Area, decorative pavement enhancement at the El Camino Real and Main Street intersection, and a digital information kiosk at the intersection of Main Street and El Camino Real. The Main Street Improvements Project was awarded a $3,172,000 grant by the Southern California Association of Governments Regional Council through the Orange County Complete Streets Program (OCCSP) using federal Surface Transportation Block Grant and Congestion Mitigation and Air Quality Improvement funds. The OCCSP is intended to support local agency projects in Orange County that further a complete streets goal and have a transportation nexus. Notices of Exemption have been prepared for the projects and will be recorded with the County of Orange. In addition, the State has determined that the Main Street Improvements Project has no significant impact on the environment as defined by the National Environmental Policy Act (NEPA) and is therefore a Categorical Exclusion. Location Map — Main Street and Old Town Improvements Projects Docusign Envelope ID: 78C8468B-4294-4673-A5E3-DDB71DE1A21D0 ATTACHMENT 1 Resolution No. 25-15 Docusign Envelope ID: 78C8468B-4294-4673-A5E3-DDB71DE1A2D0 RESOLUTION NO. 25-15 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, APPROVING PLANS AND SPECIFICATIONS FOR THE MAIN STREET IMPROVEMENTS PROJECT, CIP NO. 40087 AND THE OLD TOWN IMPROVEMENTS PROJECT, CIP NO. 70254 AND AUTHORIZING ADVERTISEMENT FOR BIDS WHEREAS, it is the intention of the City Council of the City of Tustin, California to contract for the construction of the Main Street Improvements Project, CIP No. 40087, and the Old Town Improvements Project, CIP No. 70254; and WHEREAS, the City Engineer has presented plans and specifications for the construction of said work; and WHEREAS, the CIP No. 40087 project is categorically exempt from the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15301(c) (Class 1, Existing Facilities); and WHEREAS, the CIP No. 40087 project is categorically excluded from the requirements to prepare an environmental assessment or environmental impact statement under the National Environmental Policy Act (NEPA) pursuant to NEPA Guidelines Section 23 CFR 771.117(c)(3); and WHEREAS, the CIP No. 70254 project is categorically exempt from the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15301(c) (Class 1, Existing Facilities); and WHEREAS, a local agency using federal funds for the construction phase of a project, shall not advertise the project until it has received in writing an Authorization to Proceed (E-76) from Caltrans pursuant to the requirements outlined in the Caltrans Local Assistance Procedures Manual, Chapters 13 and 15. NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Tustin as follows: Section 1. The foregoing recitals are hereby incorporated and adopted as the findings of the City Council. Section 2. This Resolution shall take effect immediately upon its adoption by the City Council of the City of Tustin, and the Clerk of the City Council shall attest to and certify the vote adopting this Resolution.
