RESOLUTION NO. 25-15
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN,
CALIFORNIA, APPROVING PLANS AND SPECIFICATIONS FOR THE MAIN
STREET IMPROVEMENTS PROJECT, CIP NO. 40087 AND THE OLD TOWN
IMPROVEMENTS PROJECT, CIP NO. 70254 AND AUTHORIZING
ADVERTISEMENT FOR BIDS
WHEREAS, it is the intention of the City Council of the City of Tustin, California to
contract for the construction of the Main Street Improvements Project, CIP No. 40087,
and the Old Town Improvements Project, CIP No. 70254; and
WHEREAS, the City Engineer has presented plans and specifications for the
construction of said work; and
WHEREAS, the CIP No. 40087 project is categorically exempt from the California
Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15301(c) (Class
1, Existing Facilities); and
WHEREAS, the CIP No. 40087 project is categorically excluded from the
requirements to prepare an environmental assessment or environmental impact
statement under the National Environmental Policy Act (NEPA) pursuant to NEPA
Guidelines Section 23 CFR 771.117(c)(3); and
WHEREAS, the CIP No. 70254 project is categorically exempt from the California
Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15301(c) (Class
1, Existing Facilities); and
WHEREAS, a local agency using federal funds for the construction phase of a
project, shall not advertise the project until it has received in writing an Authorization to
Proceed (E-76) from Caltrans pursuant to the requirements outlined in the Caltrans Local
Assistance Procedures Manual, Chapters 13 and 15.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Tustin
as follows:
Section 1. The foregoing recitals are hereby incorporated and adopted as the
findings of the City Council.
Section 2. The plans and specifications presented by the City Engineer are
hereby approved as the plans and specifications for:
Main Street Improvements Project, CIP No. 40087 and
Old Town Improvements Project, CIP No. 70254

Section 3. The City Clerk is hereby authorized and directed to advertise as
required by law for the receipt of sealed bids or proposals for the performance of the work
specified in the aforesaid plans and specifications.
Section 4. This Resolution shall take effect immediately upon its adoption by
the City Council of the City of Tustin, and the Clerk of the City Council shall attest to and
certify the vote adopting this Resolution.
APPROVED AND ADOPTED at a regular meeting of the City Council of the City
of Tustin on the 15t" day of July 2025.
