SUBJECT: APPROVE PLANS AND SPECIFICATIONS AND AUTHORIZE
ADVERTISEMENT FOR BIDS FOR THE ARMSTRONG AVENUE
PEDESTRIAN BRIDGE AND TUSTIN LEGACY NEIGHBORHOOD D
SOUTH PHASE 2 — PACKAGE 2 PROJECTS
SUMMARY:
The plans and specifications for the Armstrong Avenue Pedestrian Bridge Project and the
Neighborhood D South Phase 2 — Package 2 Project have been completed, and the
projects are now ready for bid.
Staff recommends that both projects be bid together as one package to improve
economies of scale with overlapping trades and assist with the overall project schedule
and coordination. Construction is anticipated to begin in January 2026, with completion
estimated in Spring 2027.
RECOMMENDATION:
It is recommended that the City Council:
1. Adopt Resolution No. 25-55 approving the plans and specifications for the
Armstrong Avenue Pedestrian Bridge Project and the Neighborhood D South
Phase 2 — Package 2 Project; and
2. Authorize the City Clerk to advertise to receive bids.
FISCAL IMPACT:
The engineer's estimates for the Armstrong Avenue Pedestrian Bridge and Neighborhood
D South Phase 2 — Package 2 projects are $6,200,000 and $3,000,000, respectively. The
approved Fiscal Year 2025-2027 Budget includes funding in the amount of $6,253,700
for the Armstrong Avenue Pedestrian Bridge Project and $3,085,000 for the
Neighborhood D South Phase 2 — Package 2 Project. As the bids are received and
verified, staff will bring back a recommendation to award a contract.

CORRELATION TO THE STRATEGIC PLAN:
Construction of both projects contributes to the fulfillment of the City's Strategic Plan Goal
A: Economic Neighborhood Development. Specifically, the projects implement Strategy
1, which among other items, is to develop critical phases of Tustin Legacy. The Armstrong
Avenue Pedestrian Bridge also contributes to the implementation of Strategy 8, which
creates linkages between the community through a variety of means, such as bike lanes
and greenbelts.
BACKGROUND AND DISCUSSION:
The Armstrong Avenue Pedestrian Bridge Project proposes to construct a separated
bicycle and pedestrian overcrossing (bridge) connecting Tustin Legacy Park across
Armstrong Avenue. The project will be located north of the intersection at Armstrong
Avenue and Airship Avenue, where the settlement mounds have been constructed. This
project's scope of work also includes terraced planters, pedestrian railing, architectural
concrete pavement, ambient lighting, area landscaping, and irrigation. The proposed
project will provide a vital link within the Tustin Legacy area, connecting both existing and
future developments through open space, utilizing alternative transportation.
The Neighborhood D South Phase 2 Package 2 Project is located within planning areas
8, 13, and 14 of the Tustin Legacy Specific Plan and is bounded by Airship
Avenue, Warner Avenue, Compass Avenue, and Armstrong Avenue. The proposed
Package 2 is an extension of the existing infrastructure currently under construction.
The scope of work includes traffic signal installation, dry utilities, street lighting, as well
as the Legacy Park (west of Armstrong Ave) improvements, completing hardscaping,
landscaping, planting, and irrigation systems installation. The Package 2 project will
complete the construction of all infrastructure improvements within Neighborhood D
South, further advancing the ongoing development of Tustin Legacy.
The tentative schedule for the construction of the projects is as follows:

The Armstrong Avenue Pedestrian Bridge Project is Categorically Exempt under the
California Environmental Quality Act (CEQA) Guidelines §15303, as the project involves
the new construction of an accessory structure. The Neighborhood D South Phase 2 —
Package 2 Project is Categorically Exempt under CEQA Guidelines §15301, §15303, and
§15304 as it involves the new construction of a traffic signal, streetlights, dry utilities, and

landscaping improvements. An Environmental Checklist was prepared in 2023,
confirming that the Neighborhood D South Phase 2 Infrastructure will not have a
significant impact on the environment. Notices of Exemption have been prepared for the
projects and will be recorded with the County of Orange.

RESOLUTION NO. 25-55
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN,
CALIFORNIA, APPROVING PLANS AND SPECIFICATIONS FOR THE
ARMSTRONG AVENUE PEDESTRIAN BRIDGE PROJECT, CIP NO. 70257 AND
THE NEIGHBORHOOD D SOUTH PHASE 2 — PACKAGE 2 PROJECT, CIP NO.
70256 AND AUTHORIZING ADVERTISEMENT FOR BIDS
WHEREAS, it is the intention of the City Council of the City of Tustin, California to
contract for the construction of the Armstrong Avenue Pedestrian Bridge Project, CIP No.
70257, and the Neighborhood D South Phase 2 — Package 2 Project, CIP No. 70256; and
WHEREAS, the City Engineer has presented plans and specifications for the
construction of said work; and
WHEREAS, the Armstrong Pedestrian Bridge Project, CIP No. 70257 is
categorically exempt from the California Environmental Quality Act (CEQA) pursuant to
CEQA Guidelines Section 15303e (Class 3, New Construction); and
WHEREAS, on January 16, 2001, the City of Tustin certified the Program Final
Environmental Impact Statement/Environmental Impact Report (FEIS/EIR) for the reuse
and disposal of Marine Corps Air Station (MCAS) Tustin. On December 6, 2004, the City
Council adopted Resolution No. 04-76 approving a Supplement to the FEIS/EIR for the
extension of Tustin Ranch Road between Walnut Avenue and the future alignment of
Valencia North Loop Road. On April 3, 2006, the City Council adopted Resolution No. 06-
43 approving an Addendum to the FEIS/EIR. On May 13, 2013, the City Council adopted
Resolution No. 13-32 approving a second Addendum to the FEIS/EIR. On July 5, 2017,
the City Council adopted Resolution No. 17-23 approving a second Supplement to the
FEIS/EIR. The FEIS/EIR along with its Addenda and Supplements is a program EIR
under the California Environmental Quality Act (CEQA). The FEIS/EIR, Addenda and
Supplements considered the potential environmental impacts associated with
development on the former MCAS, Tustin; and
WHEREAS, an environmental checklist was prepared for the Neighborhood D
South Phase 2 Project, CIP No.70256, that concluded no additional environmental
impacts would occur from approval of the project. The Environmental Analysis Checklist
concludes that it can be seen with certainty that there is no possibility that the activity in
question may have a significant effect on the environment because all potentially
significant effects 1) have been analyzed adequately in an earlier EIR pursuant to
applicable standards, and 2) have avoided or mitigated pursuant to that earlier EIR,
including revisions or mitigation measures that are imposed upon the proposed project.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Tustin
as follows:

Section 1. The foregoing recitals are hereby incorporated and adopted as the
findings of the City Council.
Section 2. The plans and specifications presented by the City Engineer are
hereby approved as the plans and specifications for:
Armstrong Avenue Pedestrian Bridge Project,
CIP No. 70257
and
Neighborhood D South Phase 2 — Package 2
CIP No. 70256
Section 3. The City Clerk is hereby authorized and directed to advertise as
required by law for the receipt of sealed bids or proposals for the performance of the work
specified in the aforesaid plans and specifications.
Section 4. This Resolution shall take effect immediately upon its adoption by
the City Council of the City of Tustin, and the Clerk of the City Council shall attest to and
certify the vote adopting this Resolution.
APPROVED AND ADOPTED at a regular meeting of the City Council of the City
of Tustin on the 5th day of August 2025.
