SCHINDLER, CITY MANAGER MICHAEL GRISSO, DIRECTOR OF PUBLIC WORKS ACCEPT IMPROVEMENTS AND FILE A NOTICE OF COMPLETION FOR THE SOUTH HANGAR VINYL FENCE PROJECT Construction of the South Hangar Vinyl Fence Project has been completed to the satisfaction of the City Engineer and is now ready for City Council acceptance. RECOMMENDATION: It is recommended that the City Council: 1. Adopt Resolution No. 25-56 accepting the improvement of the South Hangar Vinyl Fence Project, Capital Improvement Project No. 10076; and 2. Authorize the City Engineer to execute and file the Notice of Completion with the Orange County Recorder's Office. FISCAL IMPACT: The authorized contract amount was $1,428,376.00. The final construction costs are $1,417,465.55, reflecting a reduction in scope and the incorporation of project change orders. The scope reduction primarily involved the elimination of a portion of the razor wire as the project alignment moved closer to the hangar. The approved change orders included the addition of improvements along one side of Moffett Drive, the provision of attic stock, and modifications to the gates for entry points. CORRELATION TO THE STRATEGIC PLAN: The South Hangar Vinyl Fence Project contributes to the fulfillment of the City's Strategic Plan Goal B: Public Safety and Protection of Assets, Strategy 5; Create and implement a plan to protect the City's public assets. Specifically, the project implementation of Strategy 5a, which among other items, is for the improvement and security of public facilities. Docusign Envelope ID: 38064E8A-4F76-44FF-82D5-F961OC41 D36F City Council Agenda Report NOC for the South Hangar Vinyl Fence Project August 5, 2025 Page 2 BACKGROUND AND DISCUSSION: The project scope of work consisted of the removal of the existing 6' high chain link fence and privacy screening, the installation of a new 8' high vinyl fence, installation of a concertina wire barrier around the perimeter of the hangar. The new fence was installed along Armstrong Avenue from the City property line to Warner Avenue, on Warner Avenue from Armstrong Avenue to Tustin Ranch Road, and on Tustin Ranch Road from Warner Avenue to Moffett Drive and down one side of Moffett Drive. On October 15, 2024, the City Council authorized the award of a construction contract to Dash Construction Company, Inc. Construction was completed to the satisfaction of the City Engineer on July 18, 2025, and the project is now ready for City Council acceptance. Michael Grisso Director of Public Works Attachment: 1. Resolution No. 25-56 Docusign Envelope ID: 38064E8A-4F76-44FF-82D5-F961OC41 D36F ATTACHMENT 1 Resolution No. 25-56 Docusign Envelope ID: 38064E8A-4F76-44FF-82D5-F961OC41 D36F RESOLUTION NO. 25-56 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, ACCEPTING THE PUBLIC WORKS AND IMPROVEMENT AND AUTHORIZING THE RECORDATION OF THE NOTICE OF COMPLETION FOR THE SOUTH HANGAR VINYL FENCE PROJECT, (CIP NO. 10076) WHEREAS, Dash Construction Company, Inc, having a contract with the City of Tustin to construct the hereinafter described public works and improvement; and WHEREAS, the City Engineer has duly certified to the construction and completion of said public improvement hereinafter mentioned in a manner satisfactory to the City Council of the City of Tustin; and WHEREAS, the City Council finds that said contractor has completed said public improvement hereinafter more particularly described in accordance with the provisions of the contract documents and the Notice of Completion, and acceptance of said public works and improvement should be filed and payment of the balance due said contract authorized in accordance with the contract documents. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Tustin that said public works and improvement is found to be complete, and the same is hereby accepted. Said public works and improvement is more particularly described as follows: South Hangar Vinyl Fence Project CIP No. 10076 BE IT FURTHER RESOLVED that the City Engineer of the City of Tustin is hereby authorized to execute and file a Notice of Completion for the acceptance of said public works and improvement described herein as required by law.
