DISCUSSION: Throughout the year staff provides the Planning Commission with a status of projects that the Planning Commission, Zoning Administrator, or Community Development Director approved; major improvement projects; and, other items of interest. The Community Development Department Activity - Year in Review briefly describes the total number of discretionary projects (Le., Conditional Use Permits, Design Reviews, Subdivision Maps, etc.), major accomplishments for various functional areas within the Community Development Department, and Building Division activity. Prepared various Code Amendments: amending various sections of the MCAS Tustin Specific Plan to implement the refined master development plans; removing self-storage mini warehouse as permitted uses in the Industrial (M) Zoning District; amending the City's subdivision ordinance to simplify the Lot Line Adjustment procedure and subdivision process; amending the C-2 zoning district regarding office uses on Main Street and EI Camino Real in Old Town Tustin; amending the City's affordable housing ordinance to ensure compliance with 2005 Amendments to Government Code Section 65915; amending Sign Regulations Chapter 4 of Article 9 of the Tustin City Code; and, amending the Zoning Code prohibiting in each zone of the City any activity that is prohibited by State or Federal law. . Prepared an RFP and the City Council chose a consultant to perform an Old Town Parking Study to be fully funded through reallocated Community Development Block Grant funds. . Prepared General Plan Amendment 06-002, Zone Change 06-001, Conditional Use Permit 05-028 regarding the expansion of Valencia Mobile Home Estates. . Approved Tentative Tract Map 17026 for conveyance purposes to subdivide 805.5 gross acres into 36 parcels at Tustin Legacy; the Amendments to Tentative Tract Map 16581 regarding the design of Ainsley Park, etc.; and approved Design Review 05-109 and Conditional Use Permit 05-037 for 240 senior housing units at Tustin Legacy. . Approved Conditional Use Permit 06-010 for remodeling of Shakey's Restaurant site at 365 West First Street into a daycare center, Cathy's Kids. . Prospect Village Project (191-195 East Main Street): Permits were issued and demolition completed. . Arbor Walk - Olson Company Condominium Development (14552 Newport Avenue): 64 homes were approved, constructed, and completed. . B'nai Israel Classroom Building (2111 Bryan Avenue): Construction of the 7,076 square foot, two-story classroom building was completed. . Valencia Business Center (1382 Valencia Avenue): Remodel of approximately 75,000 square foot industrial building to accommodate 14 new office, research and development, and warehouse condominiums is well underway. . Pacific Office Plaza (1412 and 1422 Edinger Avenue): Two new condominium office buildings totaling 66,578 square feet of office area were approved. 2 Community Development Department Activity Report 2006 The Year In Review . The Cottages/Nevis Homes (1361 EI Camino Real): Project includes construction of 93 condominium units. Permits were issued. Construction is underway. . ACS Medical Office (12741-12791 Newport Avenue): Project includes construction of a two-story office building. The project was approved and is nearing completion. . McCharles House Expansion (335 South C Street): Construction of a 500 square foot addition to the south side of the existing restaurant and a 520 square foot detached retail building at the rear of the property is nearing completion. . Makena Retail Center (14001 and 14011 Newport Avenue): 7,400 square foot retail center was 'completed. . Camellia Tract (Rawlngs Way and Tustin Ranch Road): Construction of 25 single family detached homes was completed. . Old Navy in The Market Place: An approximately 13,000 square foot addition is under construction. . Tustin Hummer (1 Auto Center Drive): Construction of a new sales/showroom for Hummer dealership at the Tustin Buick, GMC, Pontiac automobile dealership was completed. . Briggs Electric 914381 Franklin Avenue): Construction of a new 20,000 square foot industrial building to accommodate an electrical contractor office and warehouse was completed. . Come rica Bank (3025 EI Camino Real): Building with the North Village of the Tustin Market Place was completed. . Chipotle Mexican Grill (13348 Newport Avenue): Authorization to demolish an existing 1,900 square foot drive-through pharmacy was approved, and construction of a new 2,565 square foot restaurant with outdoor seating area is underway. . Public Storage (14861 Franklin Avenue): Design Review for a 3-story public storage building (176,130 square feet) was approved. . Tustin Commons (14101 Myford Road and 2642 Michelle Drive): Fayade remodel of two existing office buildings is complete. Tenant improvements are nearing completion. . Tustin Hacienda (240 East Third Street): Conversion of an existing resthome into a resthome for Alzheimer patients. Construction is underway. 3 Community Development Department Activity Report 2006 The Year In Review · 1-5 Self Storage (2631 Michelle Drive): Conversion of existing industrial buildings and construction of new buildings to accommodate a self storage facility was approved. Permits are ready to be issued. · Danny's Car Wash (2762 EI Camino Real): Re-establishment of a car wash in the Tustin Market Place was approved. · The District at Tustin Legacy (Vestar) (Barranca Parkway and Jamboree Road): Rough grading permit for the 1,006,100 square foot Class A Retail Development was issued on January 4, 2006. Several building permits have been issued and construction is underway. · Tustin Legacy Community Partners: Staff is continuing to work with the Shea Properties and Centex Homes partnership as the Master Developer of approximately 805 acres to develop conceptual land use, circulation, and open space plans. · John Laing Homes, Planning Area 20 - Tustin Field I (Harvard Avenue and Edinger Avenue): All 376 units are completed. · John Laing Homes, Planning Area 21 - Tustin Field III (Harvard Avenue and Edinger Avenue): 189 homes are completed. · Columbus Square/Columbus Grove: Model home sites are open. Approximately 600 permits have been issued between the two communities. · South Orange Community College District: Grading, encroachment, and drainage permits have been issued and construction is underway. · Rancho Santiago Community College District: Grading, encroachment, and drainage permits have been issued and construction is underway. · Orange County Rescue Mission's Village of Hope (LandsdowneNalencia): Building permits were issued on May 9, 2002, for the two buildings located at 15635 and 15686 Landsdowne. Construction is nearing completion. · Heritage Plaza (137 West First Street): Project completed. All tenants are operating. · New Industrial Building (1111 Bell Avenue): Construction of a new 111,920 square foot warehouse and manufacturing building with administrative office on the vacant 6-1-acre parcel has been completed. Tenants include Sterling BMW Collision Center. 4 Community Development Department Activity Report 2006 The Year In Review · Tustin Strata Center (14071-14081 Newport Avenue): Construction was completed and the center is occupied. · Trader Joe's Tenant Improvement and TUstin Crossings Remodel (12932 Newport Avenue): Trader Joe's is open. Facade remodel and parking lot improvements were completed. · Tustin Gateway Business Park (1123 Warner Avenue): Construction of 19 new industrial buildings ranging in size from 3,500 to 40,000 square feet were completed. . Tustin Market Place (North Village): Approved and construction is completed for a new outdoor common seating area for restaurant row located at the North Village of the Tustin Market Place. · Office Building (12721 Newport) Design Review for a 5,365 square foot office building was approved October 19, 2005. Plans are in plan check. . Monitored and provided input into the Regional Housing Needs Assessment (2008- 2014) and the Southern California Association of Governments RHNA Pilot Program (Senate Bill 12). . Monitored and reviewed the John Wayne Airport Noise Abatement Report and Program to ensure compliance with airporVcity noise standards. . Opened 406 Code Enforcement cases; 42 of those cases remain open. . Responded to and removed 3,224 graffiti areas. . Performed 32 Water Quality inspections and 12 Illicit Discharge cases. . Plan checks for conformity with the California Code were performed on 2,296 plans. . Processed one new Mills Act contract. .
