SCHINDLER, CITY MANAGER MICHAEL GRISSO, DIRECTOR OF PUBLIC WORKS ACCEPT IMPROVEMENTS AND FILE A NOTICE OF COMPLETION FOR THE VANDENBERG WELL REHABILITATION PROJECT Construction of the Vandenberg Well Rehabilitation Project has been completed to the satisfaction of the City Engineer and is now ready for City Council Acceptance. RECOMMENDATION: It is recommended that the City Council: 1. Adopt Resolution No. 25-13 accepting the improvement of the Vandenberg Well Rehabilitation Project; and 2. Authorize the City Engineer to execute and file the Notice of Completion with the Orange County Recorder's Office; and 3. Appropriate $13,021 from the 2024 Water Bond Fund. FISCAL IMPACT: A total of $680,000 using the 2024 Water Bond Funds was budgeted and appropriated in the Capital Improvement Program for this project. The final construction cost is $693,020.04. This cost consists of the original contract with General Pump Company, in the amount of $671,440.00, a credit of $16,945 for a reduction to the original scope of work, and a $38,525.04 contract change order. Staff is requesting an appropriation of $13,021 from the 2024 Water Bond Fund to cover the additional project costs. Sufficient funds are available in the 2024 Water Bond Fund for the recommended actions. CORRELATION TO THE STRATEGIC PLAN: The rehabilitation of water wells contributes to the fulfillment of the City's Strategic Plan Goal B: Public Safety and Protection of Assets. BACKGROUND AND DISCUSSION: The City's 2023 Water Master Plan identifies a goal to rehabilitate one groundwater well each year. Evaluation and prioritization criteria include operating hours between rehabilitations, overall well production, comparing design flow to field flow conditions, and other considerations, such as water quality and/or operational challenges, which are used to define timing and priority for rehabilitating the City's groundwater wells. On July 16, 2024, the City Council authorized the award of a construction contract to General Pump Company for the rehabilitation of Vandenberg Well. Construction was completed to the satisfaction of the City Engineer on August 28, 2025, and the project is now ready for City Council acceptance. Resolution No. 25-13 Docusign Envelope ID: 40401183-034E-4EA7-85A0-B59714CF19A8 ATTACHMENT 1 Resolution No. 25-13 Docusign Envelope ID: 40401183-034E-4EA7-85A0-B59714CF19A8 RESOLUTION NO. 25-13 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, ACCEPTING THE PUBLIC WORKS AND IMPROVEMENT AND AUTHORIZING THE RECORDATION OF THE NOTICE OF COMPLETION FOR THE VANDENBERG WELL REHABILITATION PROJECT, (CIP NO. 60177) WHEREAS, General Pump Company, having a contract with the City of Tustin to construct the hereinafter described public works and improvement; and WHEREAS, the City Engineer has duly certified to the construction and completion of said public improvement hereinafter mentioned in a manner satisfactory to the City Council of the City of Tustin; and WHEREAS, the City Council finds that said contractor has completed said public improvement hereinafter more particularly described in accordance with the provisions of the contract documents and the Notice of Completion, and acceptance of said public works and improvement should be filed and payment of the balance due said contract authorized in accordance with the contract documents. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Tustin that said public works and improvement is found to be complete, and the same is hereby accepted. Said public works and improvement is more particularly described as follows: Vandenberg Well Rehabilitation Project CIP No. 60177 BE IT FURTHER RESOLVED that the City Engineer of the City of Tustin is hereby authorized to execute and file a Notice of Completion for the acceptance of said public works and improvement described herein as required by law.
