REQUEST
Specific Plan Amendment
➢ Amend Specific plan to limit the uses within the Wellington
Plaza office complex
General and professional offices, photography studios, and
tutoring facilities
BACKGROUND
➢ Request by Applicant in 2020, Staff recommended approval
September 15, 2020 — Planning Commission unanimously
recommended approval to City Council
October 6, 2020 — City Council denied the proposed amendment
➢ Request by Applicant in 2025, Staff recommended approval
April 22, 2025 — Planning Commission motion to recommend approval
or denial failed with a 2-2-1 vote; no action taken
On June 24, 2025 — Planning Commission reconsiders, recommending
approval to the City Council
RECOMMENDATION
Recommendation:
➢ Adopt Ordinance 1565 approving Specific Pan Amendment 2024-
0004 amending the Downtown Commercial Core Specific Plan to
only allow office uses within the existing Wellington Plaza office
building complex located at 505-515 E. First Street.
