CLANTON, DIRECTOR OF PARKS AND RECREATION SUBJECT: CREATIVE SIGNALS GIFTED PUBLIC ART — TUSTIN COMMUNITY FOUNDATION SUMMARY: At their September 17, 2025, Meeting, the Public Art Commission recommended to forward three Creative Signals cabinet wraps as gifted public art donated by the Tustin Community Foundation for final approval by the City Council. 1:7x010]►ViIJil=1►117_111IQZI It is recommended that the City Council approve the recommendation of the Public Art Commission to approve three Creative Signal wraps proposed by the Tustin Community Foundation and authorize the Parks and Recreation Department to accept all three as gifted public art. FISCAL IMPACT: There is no fiscal impact as all three Creative Signals wraps will be funded by the Tustin Community Foundation and donated to the City of Tustin as gifted public art. CORRELATION TO THE STRATEGIC PLAN: This public art project is in accordance with Goal A of the Tustin Strategic Plan to enhance the vibrancy and quality of life in all neighborhoods and areas of the community. BACKGROUND AND DISCUSSION: In September 2020, City Council approved the Creative Signals Public Art Program created by the Public Art Commission as an opportunity for public art to be gifted to the City of Tustin in the form of vinyl wraps installed on city -owned traffic signal cabinets located at lighted intersections. Developed in accordance with the Public Art Policy, the program is open to local businesses, non-profit organizations, or individuals wanting to donate a public art piece. The theme and intersection location of the traffic signal cabinet wraps are as follows: • Superheroes of Tustin - Tustin Ranch Road and Irvine Boulevard • Sip and Stroll - Tustin Ranch Road and Warner Avenue • Historic Tustin - Newport Avenue and Bryan Avenue The Commission approved the three wraps as gifted public art and recommended forwarding the proposals to the City Council for final approval as per the Tustin Public Art Policy. Instances of community aiding each other is shown for example the front panel shows community members linking arms in untiy. Butterflies and flowers represents growth and friendship. Community members wear the iconic red capes to further connect to Superheroes of Tustin. I've included narrative captions to push the comic book design further. I created this design with a lively palette in pinks, blues, yellows, and greens in this Old Town scene. Community members here enjoy drink and foods and is rendered in splashes of color. Abstract lines at the bottom suggest movement, referencing moving between food stops. The musician here reference lively activities during the event. The design features the history of banking in Tustin. I've incorporated the two versions of the First National Bank of Tustin in the original Richardson Romanesque style of 1888 and the changes to the building made in the 1950s. The right side of the box depicts historical buildings we still enjoy seeing today such as the Steven's House and the old Dr. Sheldon's office. I've also included the statue bust of founder Columbus Tustin that is seen in Old Town. The back of the box features the grand Tustin Hotel as well as the horse car that was utilized on Main Street. For the small attached box, I've depicted agricultural roots through the Sunkist California .fruit growers exchange building, hills of crops, apricots, and oranges.
