OLD TOWN ART WALK PLANTER BOX PUBLIC ART PROJECT
At their September 17, 2025, meeting, the Public Art Commission recommended
forwarding two planter box public art concepts to be completed in association with the 2025
Old Town Art Walk event for final approval by the City Council.
RECOMMENDATION:
It is recommended that the City Council approve the design submissions received for
repainting two planter boxes at the Old Town Art Walk as recommended by the Public Art
Commission and authorize the Parks and Recreation Department to execute an agreement
with the artist.
FISCAL IMPACT:
The cost of completing both planter boxes will not exceed $3,000. A total of $2,000 will be
paid to the artist and the Orange County School of the Arts and the remaining funds will
cover the cost of preparing the planter boxes for repainting. The current balance in the
Public Art Fund is approximately $44,000.
CORRELATION TO THE STRATEGIC PLAN:
This public art project is in accordance with Goal A of the Tustin Strategic Plan to enhance
the vibrancy and quality of life in all neighborhoods and areas of the community.
BACKGROUND AND DISCUSSION:
At their July 16, 2025, meeting the Public Art Commission identified the Planter Box Art
Project on their Public Art Priority List for the 2025-2026 Fiscal Year. Between 2018 and
2022, a total of 31 planter boxes in Old Town Tustin were painted with a variety of images,
most of which were commissioned by the Public Art Commission. Recently it has come to

Commission's attention that two of the original planter boxes are faded and in need of
repainting.
In considering options for addressing the poor condition of these two planter boxes, staff
came up with the idea of incorporating the project into the activities planned for the 2025 Old
Town Art Walk event on October 18th. More specifically, both planter boxes would be painted
during the event, adjacent to the Public Art Commission's booth. One planter box would be
completed by the artist(s) and the second would be completed by members of the public in
a "paint by numbers" fashion.
To bring this plan to fruition, staff reached out to Paige Oden, a Tustin -based artist who
previously completed one of the planter boxes in need of repainting. As the Visual Arts
Conservatory Director at the Orange County School of the Arts, Ms. Oden was able to
establish the collaborative details of having her students help develop the new designs and
implement those designs on the planter boxes during the Old Town Art Walk.
