TUSTIN CITY CODE PROHIBITING THE SALE OF KRATOM PRODUCTS The City Attorney's
office has prepared proposed amendments to Article 6 of the Tustin City Code to add a ban on
the sale, distribution, and advertisement for sale of kratom products within the City. The
proposed ordinance would ban the sale, distribution, and advertisement for sale of any product
containing any part of the leaf of the plant Mitragyna speciosa (more commonly known as the
kratom plant). The purpose of the ordinance is to protect the public health and welfare against
the sale and distribution of products which the U.S. Food and Drug Administration has identified
as having opioid-like characteristics, and which pose a threat to the health and safety of the
American Public.

Kratom Policy Dear Tustin City Officials, In my research paper (linked below), I implore you, as
legislators, to consider the profound psychological ramifications of drug criminalization, rather
than succumbing to the immediate, yet ultimately counterproductive, impulse to ban pure -leaf
kratom. My personal journey, detailed within the paper, highlights how pure -leaf kratom offered
me a second chance at life after a decade -long battle with debilitating Myalgic Encephalomyelitis
(M.E.). The paper defines the critical distinction between pure -leaf kratom and its concentrated
byproducts and demonstrates why criminalization exacerbates drug problems. It also presents
scientific evidence supporting kratom's safety profile and explores the psychological motivations
behind prohibitive legislation. Furthermore, it analyzes how criminalization perpetuates drug use
and presents compelling evidence from countries that have embraced decriminalization with
positive outcomes. My focus is on the psychology of drug policy, not merely the plant itself, to
advocate for a Kratom Consumer Protection Act that safeguards regulated access to pure -leaf
kratom while restricting its concentrated byproducts. Thank you for your time and thoughtful
