SCHINDLER, CITY MANAGER MICHAEL GRISSO, DIRECTOR OF PUBLIC WORKS SUBJECT: ACCEPT IMPROVEMENTS AND FILE A NOTICE OF COMPLETION FOR THE ANNUAL ROADWAY REHABILITATION AND SIDEWALK REPAIR PROJECT SUMMARY: Construction of the Annual Roadway Rehabilitation and Sidewalk Repair Project — Zone 6 has been completed to the satisfaction of the City Engineer and is now ready for City Council acceptance. RECOMMENDATION: It is recommended that the City Council: 1. Adopt Resolution No. 25-64 accepting the improvement of the Annual Roadway Rehabilitation and Sidewalk Repair Project — Zone 6; and 2. Authorize the City Engineer to execute and file the Notice of Completion with the Orange County Recorder's Office. FISCAL IMPACT: The final construction cost for the Annual Roadway Rehabilitation and Sidewalk Repair Project — Zone 6 is $2,640,126.68, approximately 7% above the original contract amount of $2,464,122. Additional quantities of various contract items were approved totaling $63,028.68 and a contract change order in the amount of $112,976 was requested by the City for additional work to repave the Citrus Ranch Park parking lot. This project was funded through a combination of General Fund, Measure M2 Fair Share, Gas Tax, Park Maintenance. The General Fund was used to cover the cost of work performed on behalf of the City of Irvine and the Irvine Ranch Water District. The City of Irvine will reimburse $379,703 for work on Myford Road within their jurisdiction and the Irvine Ranch Water District will reimburse $195,000 for adjustment of their facilities to grade. Docusign Envelope ID: 57D6COCO-360E-445D-BE3A-A5077108520D City Council Agenda Report Annual Roadway Rehabilitation and Sidewalk Repair Project November 4, 2025 Page 2 CORRELATION TO THE STRATEGIC PLAN: Rehabilitation of roadways and repair of sidewalks contributes to the fulfillment of the City's Strategic Plan Goal B: Public Safety and Protection of Assets. Specifically, the project implements Strategy #5, which among other items, is to ensure continuous maintenance and improvement of transportation facilities. BACKGROUND AND DISCUSSION: The City is divided into seven pavement management zones with one zone targeted each year for pavement maintenance. Through a rolling seven-year cycle, this program is intended to maintain the integrity of City streets. The current phase, Zone 6 (see attached Location Map), is generally bound by Santa Ana Freeway (1-5) to the north, Tustin Ranch Road to the west, Barranca Parkway to the south, and Harvard Avenue/East City Limit to the east. On April 15, 2025, the City Council authorized the award of a construction contract to All American Asphalt. The project consisted of asphalt concrete pavement repair, asphalt concrete overlay, slurry sealing, and traffic striping on various streets within Zone 6 of the City's Pavement Management Program. Included within the project were improvements to Myford Road, a split jurisdictional roadway between the City of Tustin and the City of Irvine. Through a Cooperative Agreement, the City of Irvine will reimburse the City of Tustin for actual construction costs. Completion of this project improves the City's overall pavement condition, enhances ride quality and visual appeal of the street, and supports compliance with Americans with Disability Act standards. Construction was completed to the satisfaction of the City Engineer on October 30, 2025, and the project is now ready for City Council acceptance. Location Map Docusign Envelope ID: 57D6COCO-360E-445D-BE3A-A5077108520D ATTACHMENT 1 Resolution No. 25-64 Docusign Envelope ID: 57D6COCO-360E-445D-BE3A-A5077108520D RESOLUTION NO. 25-64 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, ACCEPTING THE PUBLIC WORKS AND IMPROVEMENT AND AUTHORIZING THE RECORDATION OF THE NOTICE OF COMPLETION FOR THE FISCAL YEAR 2024-25 ROADWAY REHABILITATION AND SIDEWALK REPAIR PROJECT — ZONE 6, (CIP NO. 70024) WHEREAS, All American Asphalt, having a contract with the City of Tustin to construct the hereinafter described public works and improvement; and WHEREAS, the City Engineer has duly certified to the construction and completion of said public improvement hereinafter mentioned in a manner satisfactory to the City Council of the City of Tustin; and WHEREAS, the City Council finds that said contractor has completed said public improvement hereinafter more particularly described in accordance with the provisions of the contract documents and the Notice of Completion, and acceptance of said public works and improvement should be filed and payment of the balance due said contract authorized in accordance with the contract documents. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Tustin that said public works and improvement is found to be complete, and the same is hereby accepted. Said public works and improvement is more particularly described as follows: Fiscal Year 2024-25 Roadway Rehabilitation and Sidewalk Repair Project — Zone 6 CIP No. 70024 BE IT FURTHER RESOLVED that the City Engineer of the City of Tustin is hereby authorized to execute and file a Notice of Completion for the acceptance of said public works and improvement described herein as required by law.
