SCHINDLER, CITY MANAGER MICHAEL GRISSO, DIRECTOR OF PUBLIC WORKS APPROVAL OF RESOLUTION NO. 25-67 AUTHORIZING APPLICATION AND SUPPORT FOR THE IRVINE BOULEVARD / FOURTH STREET REGIONAL TRAFFIC SIGNAL SYNCHRONIZATION PROJECT Staff is proposing to submit a grant application to the Orange County Transportation Authority for funding under Measure M2 for the Regional Signal Synchronization Program. The proposed Irvine Boulevard / Fourth Street Regional Traffic Signal Synchronization Project would be implemented in partnership with the City of Santa Ana to improve traffic flow and reduce congestion along this regional corridor. The Orange County Transportation Agency's process requires the City Council to adopt a resolution of support and authorize the grant application submittal. RECOMMENDATION: It is recommended that the City Council adopt Resolution No. 25-67, approving the submittal of the Irvine Boulevard / Fourth Street Regional Traffic Signal Synchronization Project application to the Orange County Transportation Authority for funding under Measure M2 for projects for the Regional Traffic Signal Synchronization Program. FISCAL IMPACT: The total estimated cost for the Irvine Boulevard / Fourth Street Regional Traffic Signal Synchronization Project is $1,950,000. If the project is selected for grant funding, 80 percent of the total cost will be funded by the grant, with participating agencies providing a required 20 percent as local match for the remaining project balance. The estimated cost of the City of Tustin's portion of the project is $1,125,000, of which 80% or $900,000 would be funded through the grant, with $225,000 as Tustin's required local match contribution to the project. If the project is selected in Spring 2026, staff will return to the City Council with a funding recommendation and request for appropriation for the City's local match. Docusign Envelope ID: 57D6COCO-360E-445D-BE3A-A5077108520D City Council Agenda Report Resolution for Irvine Blvd RTSSP November 4, 2025 Page 2 CORRELATION TO THE STRATEGIC PLAN: This item contributes to the fulfillment of the City's Strategic Plan Goal B: Public Safety and Protection of Assets, specifically addressing Strategy 5, which among other items, is to ensure continuous maintenance and improvements of public facilities to ensure Tustin is an attractive, safe, and well maintained community in which people feel pride. BACKGROUND AND DISCUSSION: On September 8, 2025, the Orange County Transportation Authority (OCTA) issued the 2026 Call for Projects for the Regional Traffic Signal Synchronization Program (RTSSP). OCTA has identified the coordination of traffic signals across jurisdictional boundaries as a major component in enhancing County -wide traffic flow and reducing congestion. Traffic corridors considered for grant funding are reviewed for high traffic volumes and the measurable benefit of interagency signal synchronization. The proposed project is between Irvine Boulevard / Jamboree Road and includes 14 signalized intersections within the City of Tustin, and Fourth Street / French Street and includes 12 signalized intersections within the City of Santa Ana. The RTSSP projects allow agencies to implement traffic signal timing coordination and communications equipment improvements throughout the designated corridor. A resolution (Attachment 1) by the City Council is required to affirm and formally authorize the submittal of the grant funding application. If supported and should the project be awarded this grant, staff will return to the City Council with a Cooperative Agreement between the Cities, which will outline each agency's responsibilities and financial commitments. In addition, the project will be added to the City's Capital Improvement Program Budget as part of the annual budget preparation process. Project Area Map Docusign Envelope ID: 57D6COCO-360E-445D-BE3A-A5077108520D ATTACHMENT 1 Resolution No. 25-67 Docusign Envelope ID: 57D6COCO-360E-445D-BE3A-A5077108520D RESOLUTION NO. 25-67 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN AUTHORIZING AN APPLICATION FOR THE IRVINE BOULEVARD / FOURTH STREET CORRIDOR PROJECT FOR FUNDS FROM THE ORANGE COUNTY TRANSPORTATION AUTHORITY UNDER THE COMPETITIVE MEASURE M2 REGIONAL TRANSPORTATION SIGNAL SYNCHRONIZATION PROGRAM (a) WHEREAS, the Measure M2 Regional Traffic Signal Synchronization Program targets over 2000 signalized intersections across Orange County to maintain traffic signal synchronization, improve traffic flow, and reduce congestion across jurisdictions; and (b) WHEREAS, the City of Tustin has been declared by the Orange County Transportation Authority to meet the eligibility requirements to receive revenues as part of Measure M2; and (c) WHEREAS, the City must include all projects funded by Net Revenues in the seven- year Capital Improvements Program as part of the Renewed Measure M Ordinance eligibility requirement. (d) WHEREAS, the City authorizes a formal amendment to the seven-year Capital Improvement program to add projects approved for funding upon approval from the Orange County Transportation Authority Board of Directors, if necessary. (e) WHEREAS, the City of Tustin has a currently adopted a Local Signal Synchronization Plan consistent with the Regional Traffic Signal Synchronization Master Plan as a key component of local agencies' efforts to synchronizing traffic signals across local agencies' boundaries; and (f) WHEREAS, the City of Tustin will provide matching funds for each project as required by the Orange County Comprehensive Transportation Funding Programs Procedures Manual; and (g) WHEREAS, the City of Tustin will not use Measure M2 funds to supplant Developer Fees or other commitments; and (h) WHEREAS, the City of Tustin desires to implement multi -jurisdictional signal synchronization listed below; and NOW, THEREFORE, BE IT RESOLVED THAT: The City Council of the City of Tustin hereby requests the Orange County Transportation Authority to allocate funds in the amounts specified in the City's application(s) from the Regional Transportation Signal Synchronization Program to implement regional signal synchronization along the Irvine Blvd / Fourth Street Corridor.
