CLANTON, DIRECTOR, PARKS AND RECREATION SUBJECT: AUTHORIZATION TO PURCHASE AND INSTALL EQUIPMENT FOR THE CAMINO REAL PARK PLAYGROUND AND PICNIC SHELTER RENOVATION PROJECT (CIP NO. 20096) 411LViIJi/_1Zvi Staff is requesting authorization to contract with Innovative Playgrounds Co., Inc. and Icon Shelter Systems, Inc. for the purchase and installation of a custom playground and a picnic shelter at Camino Real Park (CIP No. 20096) utilizing cooperative government purchasing programs (i.e. Sourcewell and Goodbuy). RECOMMENDATION: It is recommended that the City Council: 1. Adopt Resolution No. 25-62 authorizing the use of Sourcewell Contract Number 010521-BUR (Innovative Playgrounds Co., Inc) for the purchase and installation of new playground equipment at Camino Real Park; 2. Adopt Resolution No. 25-63 authorizing the use of Goodbuy Contract Number 25-26-91300 (ICON Shelter Systems, Inc.) for the purchase and installation of a new picnic shelter at Camino Real Park; 3. Authorize an additional appropriation of $500,000 from the Park Development Fund (Fund 131); and 4. Authorize the City Manager and the City Clerk to execute the contract documents on behalf of the City. FISCAL IMPACT: The FY 2025-2026 Capital Improvement Program currently includes $500,000 allocated to the Camino Real Park Playground and Picnic Shelter Renovation from the Park Development Fund. The Park Development Fund currently maintains a sufficient balance to accommodate this appropriation. Project expenditure includes: • Innovative Playgrounds/Sourcewell Contract.................................$486,979.04 • Icon Shelter Systems/Goodbuy Contract.......................................$421,864.76 • Total Expenditures..................................................................$908,843.80 CORRELATION TO THE STRATEGIC PLAN: This project advances Goal B, Public Safety and Protection of Assets, Strategy 5a - by ensuring continuous maintenance and improvement of park facilities. BACKGROUND AND DISCUSSION: The proposed renovations at Camino Real Park (13602 Parkcenter Lane) originally only included the upgrade of the playground area which is over 16 years old and in need of replacement to meet current playground safety standards and to ensure availability of replacement parts. However, in April 2024, significant termite damage was discovered in the current wooden trellis picnic shelter that is original to the park (1992). The Public Works Department was able to make the necessary repairs to keep it open to the public, but these repairs were temporary with the intention of replacing the shelter in the next 2-3 years. The Community Services Commission has identified this combined project as next in line on their seven-year CIP priority list. The new playground will feature a large, multi -level playground structure with integrated shade pieces, three slides, and an inclusive spinner and double bay swings. In addition, two notable features include the "MOVMNT"® inclusive electronic game system, an interactive experience designed to promote exercise and social skills, and the "360 Loop® Slide" that combines a transfer station, climber and slide in a loop for children of all abilities. The 35' rectangular Gable ICON shelter will feature a six -column design with an unfinished tongue and groove wood roof deck, and pre-cut multi rib metal roof panels. Similar ICON shelters have been installed at Pine Tree Park in 2023 and Columbus Tustin Park in 2020. Utilizing the cooperative government contracts for both the playground (Sourcewell) and picnic shelter (Goodbuy) offers an expedited process to procure products and services that have been subjected to a competitive public bid/proposal process. Use of the Sourcewell and Goodbuy contracts not only saves the City substantial administrative time in the bidding and contracting phase, but the competitiveness of large-scale government solicitations typically provides the best available pricing. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Tustin, California, as follows: Section 1. That in accordance with Section 1625(c) of the Tustin City Code, the City Council of the City of Tustin, California, does hereby authorize use of the Sourcewell Purchasing Program, to utilize contract number 010521-BUR (Innovative Playgrounds Co., Inc) for the purchase and installation of new playground equipment at Camino Real Park for the Camino Real Playground and Picnic Shelter Renovation, CIP NO. 20096, in the amount of $486,979.04.
