REJECTION OF ALL BIDS FOR THE ARMSTRONG AVENUE
PEDESTRIAN BRIDGE AND NEIGHBORHOOD D-SOUTH PHASE 2
PACKAGE #2 PROJECTS
Staff is recommending that the City Council reject all bids received for the Armstrong
Avenue Pedestrian Bridge and Neighborhood D-South Phase 2 Package #2 Projects.
RECOMMENDATION:
It is recommended that the City Council reject all bids received for the Armstrong Avenue
Pedestrian Bridge and Neighborhood D-South Phase 2 Package #2 Projects and direct the
City Clerk to return all bid bonds.
FISCAL IMPACT:
There is no fiscal impact associated with rejecting all bids received for the Armstrong
Avenue Pedestrian Bridge and Neighborhood D-South Phase 2 Package #2 Projects.
CORRELATION TO THE STRATEGIC PLAN:
Construction of both projects contributes to the fulfillment of the City's Strategic Plan Goal
A: Economic Neighborhood Development. Specifically, the projects implement Strategy 1,
which among other items, is to develop critical phases of Tustin Legacy. The Armstrong
Avenue Pedestrian Bridge also contributes to the implementation of Strategy 8, which
creates linkages between the community through a variety of means, such as bike lanes
and greenbelts.
BACKGROUND AND DISCUSSION:
On August 5, 2025, the City Council adopted Resolution No. 25-55 approving the plans and
specifications and authorizing the City Clerk to publicly advertise for bids. Bids were opened
and evaluated on September 30, 2025. The City received nine (9) bids as follows:

The lowest bidder, CT&T Concrete Paving, Inc., requested to withdraw their bid due to the
inadvertent omission of subcontractor quotes, which resulted in the bid being $946,318 less
than intended. The remaining bids were all higher than the engineer's estimate, with the
lowest being approximately 11 % over the engineer's estimate.
Pursuant to the City Attorney's review and Public Contracts Code Section 20166, staff
recommends the City Council reject all bids. Staff will revise the plans and specifications with
a focus on areas that will reduce project costs and return to the City Council for approval
prior to bidding.
