(2) proposals are recommended for City Council consideration to proceed to the Final Round for
the competitive offering for Planning Area 10 of the Pacific Center East Specific Plan. The
recommendation is made by a staff supported, Mayor appointed Ad -Hoc Committee composed
of Council Members Ryan Gallagher and Ray Schnell.
eComment: It is unclear if the finalists for this property are end users that may need specialized
facilities, but it is my opinion that a ground up manufacturing facility is not economically viable in
this current market. If the finalists are building facilities that they themselves would own and
occupy, I think it would be important to disclose that fact to the public as well as the potential
number of jobs and economic impact. Otherwise, I would hope that the City's marketing team
has advised the City of the current state of the market. I believe for -sale housing would result in
the highest land residual to the City and continue to alleviate the on going housing crisis. Finally,
I've noticed that land use related to City owned lands seem to have the least amount of public
review and disclosure. As I've requested before, I think there are benefits to soliciting public input
through a City charette either through City Council or the Planning Commission.
