The continuation builds upon the successful outreach and communications campaigns JPW has conducted throughout 2024-2025. The next phase of outreach activities continues to reflect a deliberate and structured approach to sustaining meaningful public engagement as the City advances the Tustin Legacy project. Building on JPW's demonstrated success in increasing awareness, participation, and transparency, the planned series of outreach activities is intended to invite the community through a thoughtful progression of opportunities to learn, respond, and provide meaningful input. The activities move from initial information -gathering to more interactive formats, ultimately supporting informed direction from the City Council. Together, these steps enable residents, stakeholders, and regional partners to remain closely connected to the project's development and that their feedback continues to shape its long-term vision. eComment: I have significant concerns with the effectiveness and method of outreach being conducted by JPW related to the future of Tustin Legacy. So far as I can tell, outreach has been limited to: (i) a May 13th open house (which conflicted with a Planning Commission hearing); (ii) a concurrent LRA and Open House on August 19th; and (iii) a website. For what it's worth, I think the website looks great. However, it is unclear to me what progress JPW has been made towards advancing the development of Tustin Legacy. I do not recall efforts by JPW to specifically solicit ideas from the community or key stake holders. Further, I do not understand what specific community needs and economic goals will be fulfilled through the development of Tustin Legacy. If approved, the total amount of this contract would be $350,000 ($100K initial, $250K amended). I believe these funds would be better allocated towards: (i) digitization of historic documentation and archiving oral history related to the base; (ii) feasibility analysis of preservation of the control tower; (iii) digital documentation of the remaining hanger (e.g., virtual reality as done for the Chet Hollifield Building, Laguna Hills); and (iv) visioning/planning of the former hanger site. Below is my previous communication from March 4, 2025: 1 am supportive of enhanced outreach and communications to the public regarding Tustin Legacy, however I believe outreach should be focused on addressing and daylighting specific issues and projects such as: (i) schedule; (ii) clarifying ownership of parcels; (iii) re -use of the south hangar; (iv) re- use of the control tower; and (v) visioning of the north hangar area. Refreshing branding and websites is appreciated, but I think spending less than half the JPW contract could generate significant community goodwill and move the ball forward. Specifically, (i) a cultural resource analysis and rehabilitation budget for the control tower; (ii) visioning session and renderings for the north hangar area; and (iii) organized charettes to solicit input from the community and veterans of the base.
