SUBJECT: ACCEPT IMPROVEMENTS AND FILE A NOTICE OF COMPLETION
FOR THE EL CAMINO REAL WATER MAIN RELOCATION
PROJECT
SUMMARY:
Construction of the El Camino Real Water Main Relocation Project has been completed to
the satisfaction of the City Engineer and is now ready for City Council acceptance.
RECOMMENDATION:
It is recommended that the City Council:
1. Adopt Resolution No. 25-72 accepting the improvement of the El Camino Real
Water Main Relocation Project; and
2. Authorize the City Engineer to execute and file the Notice of Completion with the
Orange County Recorder's Office.
FISCAL IMPACT:
A total of $596,555.30 was appropriated in the Fiscal Year 2025-2026 Capital Improvement
Program Budget for this project. The final construction cost for the El Camino Real Water
Main Relocation Project is $557,049.32. This cost consists of the original contract with
Nelos Construction, Inc., in the amount of $ 393,399.10, a change order for $96,555.30 for
additional work requested by the partner agencies, and additional project change orders
totaling $67,094.92 outside the original scope of work. Agreement COT-56 between the
City of Tustin and the Orange County Transportation Authority authorizes the full
reimbursement for final design and all construction costs, minus an accrued depreciation
credit of $2,650.
CORRELATION TO THE STRATEGIC PLAN:
The project contributes to the fulfillment of the City's Strategic Plan Goal B: Public Safety
and Protection of Assets, specifically Strategy No. 5, to complete asset improvements to

meet the needs of a growing population. Secondly, Goal D: Strong Community and
Regional Relationships, specifically Strategy No. 2, by enhancing collaborative efforts with
outside agencies to address issues of mutual interest and concern.
BACKGROUND AND DISCUSSION:
On June 17, 2025, the City Council authorized the award of a construction contract to G&A
Nelos Construction, Inc. The project consisted of removal and disposal of approximately
500 feet of existing 8-inch water main located on the south side of the street; removal and
disposal of one fire hydrant; abandonment of existing service laterals; installation of a new
8-inch water main located 3 feet north of centerline and appurtenances; installation of a
new fire hydrant assembly; installation of new service laterals and meters; asphalt
restoration; and striping.
Construction was completed to the satisfaction of the City Engineer on November 14, 2025,
and the project is now ready for City Council acceptance.

RESOLUTION NO. 25-72
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN,
CALIFORNIA, ACCEPTING THE PUBLIC WORKS AND IMPROVEMENT AND
AUTHORIZING THE RECORDATION OF THE NOTICE OF COMPLETION FOR
THE EL CAMINO REAL WATER MAIN RELOCATION PROJECT, (CIP NO.
60178)
WHEREAS, G&A Nelos Construction, Inc., having a contract with the City of Tustin
to construct the hereinafter described public works and improvement; and
WHEREAS, the City Engineer has duly certified to the construction and completion
of said public improvement hereinafter mentioned in a manner satisfactory to the City
Council of the City of Tustin; and
WHEREAS, the City Council finds that said contractor has completed said public
improvement hereinafter more particularly described in accordance with the provisions of
the contract documents and the Notice of Completion, and acceptance of said public
works and improvement should be filed and payment of the balance due said contract
authorized in accordance with the contract documents.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Tustin
that said public works and improvement is found to be complete, and the same is hereby
accepted. Said public works and improvement is more particularly described as follows:

CIP No. 60178
BE IT FURTHER RESOLVED that the City Engineer of the City of Tustin is hereby
authorized to execute and file a Notice of Completion for the acceptance of said public
works and improvement described herein as required by law.
PASSED AND ADOPTED at a regular meeting of the City Council of the City of
Tustin held on the 2nd day of December 2025.
