Dear Planning Commission Members,
My name is Kitting Mitchell and I own a rental property adjacent to the Cypress Grove
project site. I am writing to submit the following concerns for inclusion in the public
record ahead of the Planning Commission hearing on the Cypress Grove Residential
Project.
1. Construction Impacts
Noise, vibration, and dust from construction activities will directly affect tenants of my
rental property. I request that strict limits be placed on construction hours, that
effective dust -control measures be implemented, and that vibration monitoring occur
throughout the construction period.
2. Traffic and Safety
Both construction traffic and future residential traffic are likely to increase congestion
on nearby streets. I urge the Commission to require designated truck routes that avoid
residential roads, to restrict worker parking in nearby neighborhoods, and to conduct a
thorough assessment of long-term traffic impacts once the project is built out.
3. Long -Term Quality of Life
I am concerned about building height, lighting spillover, and the placement of building
services such as HVAC units and dumpsters near existing homes. These elements
should be carefully sited and designed to minimize noise impacts and protect residents'
privacy.
4. Communication and Accountability
I request that the project include a dedicated community liaison, regular construction
updates, and a clear process for residents to report and resolve issues promptly.

Honorable Chair and Commissioners:
I am writing to express strong support for the proposed Cypress Grove project at 17th Street, a
thoughtfully designed 145-unit residential condominium community proposed by KB Tustin Plaza, LLC
(Kingsbarn Realty Capital). This project represents exactly the kind of housing opportunity Tustin
needs to ensure the next generation can continue to live, work, and thrive in the community they call
home.
A Critical Opportunity for First -Time Homebuyers and Local Families
Tustin is becoming increasingly out of reach for the many young professionals and their families. For
many, the dream of homeownership in Tustin has felt impossible due to rising prices and a shortage
of for -sale homes. Cypress Grove is precisely the type of housing that will help them remain near
their parents, workplaces, schools, and support networks.
Cypress Grove directly addresses this gap by providing 145 new ownership units —a rare
opportunity for first-time homebuyers in an area of the city that has seen limited new for -sale
residential development in recent years. These townhomes offer an attainable entry point for
teachers, nurses, first responders, young professionals, and growing families who want to build their
future in Tustin.
Tustin, like all of Orange County, is experiencing a severe housing shortage that threatens the
long-term stability and vibrancy of the community. Without new homes, especially for -sale options,
families are pushed farther away, commutes lengthen, local employers struggle to retain a workforce,
and the strong intergenerational fabric of Tustin begins to fray.
This project provides precisely the type and scale of housing production needed to meet regional
housing goals and address the ongoing imbalance between jobs and housing.
Smart Use of Underutilized Land
While this site is not part of a previously designated housing area, it represents an underutilized
opportunity to accommodate much -needed new homes without displacing existing residents. At a
density of 17.06 units per acre, Cypress Grove introduces thoughtfully planned, family -appropriate
condominium homes that make efficient and responsible use of the land.
Thorough Review Through the Proper Entitlement Path
The applicant is seeking a Zone Change, Vesting Tentative Tract Map, Design Review, and
Environmental Impact Report, demonstrating a full commitment to a rigorous public process and
environmental review. This transparent, comprehensive entitlement path ensures that the project
will be carefully evaluated, well -designed, and consistent with Tustin's long-term planning goals.
A Chance to Keep Tustin's Next Generation Here
At its core, Cypress Grove is about giving Tustin families a chance to stay. It is about ensuring that
the city's children —now adults —have somewhere to come back to when they want to start their
own families. It is about retaining the people who make this community strong: the professionals
who teach in Tustin's schools, provide medical care, keep the city safe, and serve local businesses.
The Planning Commission has before it a meaningful opportunity to help the next generation plant
roots in Tustin. For these reasons, I urge your support for the Cypress Grove project. Thank you for

My name is Jim Palmer, and I am a thirty -plus -year resident of the city of Tustin. I am writing to
let you know about my support for the Cypress Grove project at 17852 17th Street, which
features 145 for -sale, market -rate condominiums and townhomes. As a resident of the City of
Tustin, I support this project and believe it will bring significant benefits to the community and
its residents, including improved housing and economic opportunities.
Housing is a substantial need in the community, and building more housing will help keep the
City of Tustin thriving and maintain the city's status as a desirable location in Orange County.
Kingsbarn has put forth a great product that will benefit the area and be a positive addition to
Tustin.

eComment: My name is Chelsea Parlett and I live off of 17th street. I am writing in support of the
redevelopment of the Tustin Financial Plaza. I am excited to welcome new neighbors to our
neighborhood! I walk by the current property all the time, and see how underutilized that space
is. Redevelopment allows us to utilize the land in a way that serves more people and provides
dense housing which is much needed in the Orange County market, and something I am excited
that we are building! The density of this redevelopment will also be a huge boon to local
businesses. Living across from all the commercial property off 17th street allows me to walk to
my favorite local coffee shop (shout out to Bad Ass), multiple doctors (eg optometrist, dentist,
primary care, urgent care), incredible restaurants, and even a drug store. I am excited for these
businesses to flourish, and for even more to open up as the density of our neighborhood grows
(benefiting existing residents as well)! Having the option to run most of my errands on foot is
incredible, and is a huge reason I love my neighborhood. Young families and professionals like
myself need affordable options to stay in Tustin long term as our lives and families grow, and
residential developments like this one are a great step towards providing us more housing
options! I strongly support this project and ask for your support as it moves forward.

eComment: Hi, As a Tustin resident for the past four years in his 20s, I love this place. However,
I am a renter and cannot afford to buy a home in this beautiful city mainly because of the lack of
housing stock even though I just started earning six figures couple of years ago. I urge the
planning commission and the city officials to approve this proposal because the young people in
Tustin would take any housing that can be built. We are in a housing crisis and recently we have
seen the news that the median first-time homebuyer age has crossed 40. Think about it, only half
of people in their 20s and 30s are able to buy a home. More dense housing would benefit the
younger generation by providing them a greater chance to become a homeowner and live the
American dream I would like to enumerate some points as to the benefits of approving this
proposal: 1. Contrary to popular belief, converting commercial properties can reduce traffic
because instead of multiple officegoers commuting to a specific location, residents would diverge
to their spread out destination reducing traffic on 17th street. Also converting to housing would
reduce the number of parking spots ensuring less cars are available to clog the streets. 2. The
plot is close to major business centers like Enderle Center and Newport Boulevard, providing the
businesses with potential customers. 3. It would enhance the character of 17th street which
already has a mixed use character with long patronized buisinesses that are loved by the local
community. 4. We have thousands of single family homes in Tustin but not many multi -family
dwellings. Please provide the young homeowners the freedom to choose. A young prospective
family who can afford to spend $500k would prefer to buy a condo/.townhome at that price than
dream about a single family home they cannot ever buy. 5. While the buildings may be old, that
does not make it historic if they do not serve the community. This project would create a real
neighborhood for young families. It would also help Tustin become a more sustainable city
financially. Please approve this project and any other housing project that would increase the
opportunity for young families to become a homeowner sooner. Thanks

eComment: My name is Tony Pelleriti, I live on just steps away from the
Tustin Financial Plaza. I strongly support this rezoning effort and new planned housing
development. The Enderle Center and surrounding local businesses would benefit greatly from
more residents living nearby, especially neighbors who are within walking and biking distance.
When I lived in the suburbs, something as simple as going to the pharmacy meant getting in the
car for 15 to 20 minutes. Living near this area changed that completely. My wife and I can now
walk to the pharmacy, restaurants, the dentist, urgent care, etc. It's had a positive effect on our
lives, and it lets us support local businesses without driving. For the first time, we live
somewhere that has options for getting to and from shops in Tustin and we utilize those options
daily, removing many of our car trips. Multiple types of housing on this site is a much better use
of land compared to the current partially vacant buildings and giant half empty parking lot. I'm
proud that our city is looking at underutilized areas like this one and asking how we can better
meet the needs of the next generation. It makes perfect sense to build housing where
infrastructure already exists. Beyond approving this project, I encourage the Commission to
continue investing in safe alternatives to driving especially around 17th Street, Prospect,
Vandenberg Ln. and the surrounding streets. Residents consistently tell me they want those
options, but they'll only use them if they are safe, reliable, and pleasant. Nothing would make me
happier than welcoming new neighbors to my neighborhood. I respectfully ask for an aye vote.

My name is Adam Scotchler and I am a resident and business owner in the city of Tustin
(2682 Walnut Ave). I am writing to you in support of the Cypress Grove project at 17852
17th Street for 145 for -sale, market rate condominiums and townhomes. I support this
project and believe it will bring much needed housing to the city of Tustin. As a resident
and business owner in Tustin, I believe housing is a big need in the community and this
project will provide tremendous housing options within our community and help the city
continue to grow and thrive. I believe the project is well designed and provides an
outstanding addition to our community and the surrounding businesses.
