Dear Mayor, Council Members, and City Clerk,
I hope you are doing well. Before the upcoming hearing on the Tustin Landscape &
Lighting District and the proposed Reassessment District 2025, 1 am sharing a brief
packet of publicly sourced data that may be helpful context for the meeting.
The attached document includes:
• Public data on home values, turnover rates, and reassessment frequency within
92782
• Public parcel and ownership information for commercial properties in the Tustin
Marketplace area
• High-level background relevant to residential vs. commercial burden -sharing
within the district
Because the City's parcel -level assessment data is not publicly posted, I have submitted
a Public Records Act request for the Assessment Roll and related benefit -zone
information. The attached packet, therefore, reflects only the public datasets currently
available, but even this limited information helps frame the equity and transparency
questions surrounding the district.

These parcels are large, long -held commercial holdings. Under Proposition 13, their assessed values
typically grow at no more than approximately 2% per year unless a change of ownership occurs. In
contrast, frequently sold residential parcels in 92782 are reassessed at full market value with each sale.
Transparency Limitation: The City of Tustin has not published the Tustin Landscape & Lighting
District (TLLD) Assessment Roll. Therefore, while public data can show commercial parcel size, land
use, and ownership, it cannot currently show how much each parcel pays into the TLLD. A Public
Records Act request is required to obtain parcel -level assessment amounts and benefit classifications.
