Item: 11. ZONE CHANGE 2025-0001, VESTING TENTATIVE TRACT MAP
19390/SUBDIVISION 2025-0001, DESIGN REVIEW 2025-0004, AND CONSIDERATION OF A
FINAL ENVIRONMENTAL IMPACT REPORT FOR THE DEVELOPMENT OF 145
RESIDENTIAL UNITS AT THE SOUTHEAST CORNER OF 17TH STREET AND PROSPECT
AVENUE This item is consideration of the proposed Cypress Grove project, a 145-unit for -sale
residential community on an 8.5-acre site, presently known as Tustin Financial Plaza located at
the intersection of 17th Street and Prospect Avenue. Redevelopment of the site will require the
demolition of five existing commercial office buildings, a zone change to allow for residential unit
development, a tract map for subdivision of the condominium units, design review, and
associated environmental analysis. On November 17, 2025, the Planning Commission
unanimously approved Resolution Nos. 4535, 4536, and 4537, recommending City Council
approval of Zone Change 2025-0001, Vesting Tentative Tract map 19390/Subdivision 2025-
0001, Design Review 2025-0004, and certification of the Final Environmental Impact Report.
eComment: Good evening council members, I live within eye sight and 300 yards of this
proposed project. I didn't receive any notification of this project until someone in the
neighborhood dropped off a notice this past weekend. I've read numerous comment letters and
responses that were on the City's website since then and overall have been very frustrated with
a number of things 1) the City and/or the Contractor appears to be doing the bare minimum in
terms of communication with residents and impact research which is disappointing and
frustrating 2) the privacy and effect of the immediately surrounding streets is being dismissed
and frankly in my opinion ignored 3) the lack of consideration shown to the current tenants of the
Plaza is unacceptable 4) I'm extremely concerned regarding the traffic impact that the extra cars
will cause on Prospect, especially with the left hand turn lanes onto 17th street since there is
ONLY 1 way in and out of the proposed complex [The City's response to one comment says
there ".. would not result in any parking deficiencies" .. I don't believe they can truly say that
because they don't know how many vehicles each residence will actually have.] I have seen the
parking around the complex near old town at the end of B street and the side streets around that
complex are always full despite of them having 2 car garages and guest parking also. 5) The
density of the proposed project says it's low and that does not make sense based on the
numbers presented.. it is close to the maximum as apposed to being closer to the middle or the
low end. Residents move to this area of Tustin for the quite and quaintness of the area. This
project should be more in line with these characteristics instead of clearing being focused on
profits. Thank you.
