Meeting: Regular Meeting of the City Council/Special Closed Session-5:00 pm/Regular Meeting- 6:00 pm Item: 11. ZONE CHANGE 2025-0001, VESTING TENTATIVE TRACT MAP 19390/SUBDIVISION 2025-0001, DESIGN REVIEW 2025-0004, AND CONSIDERATION OF A FINAL ENVIRONMENTAL IMPACT REPORT FOR THE DEVELOPMENT OF 145 RESIDENTIAL UNITS AT THE SOUTHEAST CORNER OF 17TH STREET AND PROSPECT AVENUE This item is consideration of the proposed Cypress Grove project, a 145-unit for -sale residential community on an 8.5-acre site, presently known as Tustin Financial Plaza located at the intersection of 17th Street and Prospect Avenue. Redevelopment of the site will require the demolition of five existing commercial office buildings, a zone change to allow for residential unit development, a tract map for subdivision of the condominium units, design review, and associated environmental analysis. On November 17, 2025, the Planning Commission unanimously approved Resolution Nos. 4535, 4536, and 4537, recommending City Council approval of Zone Change 2025-0001, Vesting Tentative Tract map 19390/Subdivision 2025- 0001, Design Review 2025-0004, and certification of the Final Environmental Impact Report. eComment: Good evening Council, I am in support of this zoning change. Adapting a property from a lower -demand, lower -utility use to a higher -demand, higher -utility use just makes economic sense, and this property is obviously a prime opportunity for medium -density housing. It's adjacent to restaurants, a pharmacy, a church, groceries, a gym, and other amenities, and coupled with its proximity to the 55 freeway means that people living here are not going to be required to contribute as many vehicle -miles -traveled as others further away from amenities. That's good for the environment, good for traffic, and good for neighborliness, getting people stepping out their front door and into their neighborhood. I really appreciate the pedestrian access that is built into this plan. Not only are there many street -facing front doors, but by my count there will be 4 sidewalk/path entrances with another 4 grassy pedestrian -accessible cut- throughs. This plan also reduces the number of driveway curb cuts crossing over sidewalks, which is great for safety, because places like entrances where walking and driving intersect are the most dangerous. The separated bike -path is a very welcome piece of infrastructure, and even though it will at first need to awkwardly transition to the on -street lane to the east, I hope that it might be a step in continuing family -safe off-street bike access westward on 17th (or Vandenberg) or southward on Prospect in the future, connecting residents of this and the surrounding neighborhood via active transportation to the 17th Street and Downtown commercial centers.
