Subject: Request for Council Review and Mitigation — Cypress Grove Project
Dear Mayor and City Council Members,
I am the owner of a rental property directly adjacent to the Cypress Grove site on
Arbolada Way in Tustin. My tenants who are Tustin voters, will be most affected by this
project, and I ask that their concerns be fully considered before final approval.
Key Concerns:
- Public Opposition: At the Planning Commission hearing, —80% of speakers opposed
the project over density, traffic, and compatibility. Residents look to Council for a fair
review.
- Privacy: A 15-foot wall will not prevent second -story views into neighboring backyards.
Please require setbacks, tall landscape screening, revised window/balcony orientation,
and reduced building height near homes.
- Traffic & Parking: Office vs. residential traffic patterns differ. Local streets already face
congestion. Require realistic traffic analysis, spillover parking protections, calming
measures, and school-hour/weekend considerations.
- Construction Impacts: My tenants will face direct disruption. The Construction Plan
should include strict work -hour limits, dust/noise/vibration controls, truck route
designation, and worker parking restrictions.
- Noticing: Please add me to the official list for all future hearings, updates, and
mitigation documents.
Responsible new housing must respect existing residents and protect their quality of life.

Dear Planning Commission Members,
My name is Kitling Mitchell and I own a rental property adjacent to the Cypress Grove
project site. I am writing to submit the following concerns for inclusion in the public
record ahead of the Planning Commission hearing on the Cypress Grove Residential
Project.
1. Construction Impacts
Noise, vibration, and dust from construction activities will directly affect tenants of my
rental property. I request that strict limits be placed on construction hours, that
effective dust -control measures be implemented, and that vibration monitoring occur
throughout the construction period.
2. Traffic and Safety
Both construction traffic and future residential traffic are likely to increase congestion
on nearby streets. I urge the Commission to require designated truck routes that avoid
residential roads, to restrict worker parking in nearby neighborhoods, and to conduct a
thorough assessment of long-term traffic impacts once the project is built out.
3. Long -Term Quality of Life
I am concerned about building height, lighting spillover, and the placement of building
services such as HVAC units and dumpsters near existing homes. These elements
should be carefully sited and designed to minimize noise impacts and protect residents'
privacy.
4. Communication and Accountability
I request that the project include a dedicated community liaison, regular construction
updates, and a clear process for residents to report and resolve issues promptly.
