SUMMARY:
Annually the Mayor appoints those members of the City Council who will serve on various
City and Regional committees and Mayor -appointed Ad Hocs.
RECOMMENDATION:
1. Approve the attached committees and appointments as appointed by the Mayor;
and
2. Adopt FPPC Form 806: Agency Report of Public Official Appointments and direct
staff to post on the City's website.
FISCAL IMPACT:
There is no fiscal impact related to this item.
BACKGROUND AND DISCUSSION:
Pursuant to Government Code section 40605, in general law cities like Tustin where the
office of mayor is an elective office, "the mayor, with the approval of the city council, shall
make all appointments to boards, commissions, and committees unless otherwise
specifically provided by statute."
Mayor Lumbard has requested that this item be placed on the agenda to confirm
appointments to the City and Regional committees on which members of the City Council
will serve and Mayor -appointments to City Council Ad Hocs. Attached is the list of
committees, agencies, and Ad Hocs requiring appointments and the representative
appointed by Mayor Lumbard.

The Fair Political Practices Commission requires that Form 806 be posted on the City's
website to report additional compensation that officials receive when appointing
themselves to positions on other committees, boards or commissions of another public

Citizen Participation Committee - CDBG
A committee that reviews federal Community Development Block Grant (CDBG) funding requests, evaluates
eligible programs and projects, and provides recommendations to the City Council on how to allocate funds to
best serve Low- and moderate -income Tustin residents.

The Transportation Corridor Agencies (TCA) were created with the very clear mission of enhancing mobility in
Orange County and Southern California by developing and operating publicly -owned toll roads as a part of the
state highway system. Collectively, The Toll Roads consist of 51 miles of state highway. The roads were
designed, financed, constructed and opened to traffic in the early 1990's at a cost of over $2 billion. The present
value of The Toll Roads - including the cost of right-of-way and capital construction - is $12 billion. To plan,
design, finance, construct and operate major thoroughfares and bridges in Orange County, two Joint Powers
Authorities were organized under the provisions of state Law and a Joint Exercise of Powers Agreements (1PA)
among the County of Orange and certain cities within the County was established. In 1987, Senate Bill 1413
passed, giving TCA the authority to construct the new roads as toll facilities and issue bonds backed by future
toll revenues and development impact fees.

Newport Bay Watershed Executive Committee

The Newport Bay Watershed Executive Committee (Executive Committee is the successor to the Upper
Newport Bay Sediment Control. Executive Committee established through a cooperative agreement in the early
1980s. The Cities of Newport Beach, Tustin, and Irvine, the County of Orange, the State Department of Fish and
Wildlife (formerly Fish and Game), and The Irvine Company entered into an agreement to develop and
implement a comprehensive program to manage sediment in San Diego Creek and Upper Newport Bay. The
Executive Committee was formed by amendment of the cooperative agreement in 1999, and now includes in
its interests the impairments of Newport Bay caused by nutrients, toxics, and pathogens in addition to sediment,
as well as related environmental enhancements. As part of the amendment of the cooperative agreement, the
Executive Committee expanded its membership by adding the Orange County Flood Control District, City of
Lake Forest, the Irvine Ranch Water District, and the Santa Ana Regional Water Quality Control Board. These
agencies were added because of their interest in the water quality of Newport Bay and available resources to
support the enhancement initiatives.
Orange County Fire Authority (OCFAJ

The Orange County Fire Authority is the regional fire service Joint Powers Authority that serves Tustin and 22
other cities in Orange County and all County unincorporated areas. The OCFA protects over 2 million residents
from its 78 fire stations Located throughout Orange County. The OCFA was founded in 1995 and has been
providing fire protection and medical emergency services to its communities continuously since 1991. The
OCFA Board is made up of 25 Board members: one councilmember appointed by the councils for each its 23
cities, and two (2) Supervisors appointed by the County Board of Supervisors.

Orange County Library Advisory Board (LAB)

Created by County Board Resolution 96-903 on Dec 12, 1996, the Library Advisory Board has 26 members,
comprised of 24 city council members appointed by the member cities and 2 County Supervisor members
appointed by the Board of Supervisors; members serve two-year terms and receive no compensation. The LAB
meets three times a year and acts in an advisory capacity, reviewing the OC Public Libraries' budget, operations
and policy decisions and making recommendations to the Board of Supervisors. Meetings are open to the public
in accordance with the Brown Act.
Orange County Mosquito and Vector Control (OCMVD)

The Board of Trustees meets at 3:00pm on the third Thursday of every month at the Orange County Mosquito
and Vector Control District headquarters, 13001 Garden Grove Blvd. Garden Grove. The mission of the Orange
County Mosquito and Vector Control District is to educate and protect Orange County from "vectors" and
prevent vector -borne diseases in an environmentally responsible manner. ("Vectors", as defined by the
California Department of Public Health, are "any insect or other arthropod, rodent or other animal of public
health significance capable of harboring or transmitting the causative agents of human disease, or capable of
causing human discomfort and injury." Under this definition of a vector, the Orange County Mosquito and Vector
Control District (District) provides surveillance and control measures for rats, mosquitoes, flies, and Red
Imported Fire Ants. Vector Control's Board of Trustees is made up of one representative of each city in Orange
County and one representative appointed by the County Board of Supervisors.

OCSD requires that a Director participate in two sub -committees along with being a Board Director.
The Orange County Sanitation District (OC San) is a public agency that provides wastewater collection,
treatment, and disposal services for approximately 2.6 million people in central and northwest Orange
County. OC San is a special district that is governed by a Board of Directors consisting of 25 board members
appointed from 20 cities, two sanitary districts, two water districts and one representative from the Orange
County Board of Supervisors. OC San has two operating facilities that treat wastewater from residential,
commercial and industrial sources. Currently, OC San has a 25-member governing board comprised of one
County Supervisor, 20 City Council members, two Sanitary Districts and two Water District representatives
within OC San's 471 square mile service area.
Pacific Center East Ad Hoc (PCE)
A Mayor -appointed City Council ad -hoc that advises the City Council regarding disposition of City owned real -
property within the Pacific Center East Specific Plan and related policy issues.
Santa Ana River Flood Protection Agency (SARFPA)

Cities are required to appoint an elected City Council member as the primary and an alternate who may be another
City Council Member or someone other than a council member who is allowed to vote for the Primary appointee in
their absence. Full Agency Meetings are open to all SARFPA members - usually April and November. The SARFPA
Executive Committee meets once a month, but if any SARFPA member chooses to attend, they are welcome to do so
per Herb Nakasone, Executive Director.
The Santa Ana River Mainstem Project is designed to provide flood protection to the growing urban
communities in Orange, Riverside and San Bernardino Counties. The proposed improvements to the system
cover 75 miles, from the headwater of Santa Ana River east of the city of San Bernardino to the mouth of the

river at the Pacific Ocean between the cities of Newport Beach and Huntington Beach. SARFPA is a JPA formed
in 1974 to support authorization and appropriations for the Santa Ana River Mainstream Project and related
projects such as the Westminster Watershed Study. The agency provides its members with information on the
progress of the Santa Ana River and related projects and supports regional flood control improvements
constructed by the OC Flood Control District to remove current floodplains within its members' boundaries.
SCAG General Assembly Delegate & Alternate

The SCAG General Assembly Delegate represents the City of Tustin at the Southern California Association of
Governments' annual General Assembly, where regional leaders adopt major policies, approve SCAG's budget,
set legislative priorities, and vote on updates to the Regional Transportation Plan/Sustainable Communities
Strategy. The Delegate serves as the City's voting representative on matters that guide long-range
transportation, housing, air quality, and regional growth planning across a six -county area. An Alternate is
appointed to participate in all proceedings and vote in the Delegate's absence, ensuring continuous
representation of the City's interests.
Senior Fund Board of Directors (City of Tustin)
Reviews and advises representatives of the Board of Directors of the City's Senior Advisory Board and City staff
with regards to their budget and funds. Meets annually (usually in October).
UAL and Pension Funding Study Ad Hoc
A Mayor -appointed City Council ad -hoc that reviews the City's unfunded accrued liability (UAL) and pension
liability study and funding options and advises the City Council.
User Fee Study Ad Hoc

Veterans and Military History Ad Hoc
A Mayor appointed Ad -Hoc Committee that works with community stakeholders to recognize, preserve, and
strengthen Tustin's ties to past and present servicemembers and Tustin's military history, ensuring coordinated
recommendations are elevated to the City Council.

The Water Advisory Committee of Orange County (WACO) was formed in 1983 to facilitate the introduction,
discussion, and debate of current and emerging water issues among Orange County policymakers and water
professionals. It has also advocated the Orange County water community's position on issues affecting the
provision and management of our water supplies, with lawmakers, regulatory agencies, regional and state
water organizations, and others. The committee's membership has evolved during the past quarter century to
include not only the elected officials and management staff from many Orange County water districts and cities,
but also engineers, attorneys, consultants, and other professionals who work with the Orange County water
community, as well as residents and community group members who share a common interest in water issues.
