SCHINDLER, CITY MANAGER FROM:MICHAELGRISSO, DIRECTOR OF PUBLIC WORKS SUBJECT:APPROVE PLANS AND SPECIFICATIONS AND AUTHORIZE ADVERTISEMENT FOR BIDS FOR THE ANNUAL PAVEMENT MAINTENANCE AND SIDEWALKREPAIR PROJECT SUMMARY: The plans and specifications for the AnnualPavement Maintenanceand SidewalkRepair Project – Zone 7have been prepared, and the project is now readyfor bid. RECOMMENDATION: It is recommended that the City Counciladopt Resolution No. 26-02approving the plans and specifications for the AnnualPavementMaintenanceand Sidewalk Repair Project – Zone 7, and authorize the City Clerk to advertise to receive bids. FISCAL IMPACT: TheFiscal Year2025–26Capital Improvement Program Budget includes $700,000 in Senate Bill1 funds for the design and preliminary work of the annual pavement program. The FiscalYear2026–27CIP Budgetearmarks$1,000,000in SenateBill1fundsfor project construction.As part of the upcomingMid-Year Budget process, taff will be requesting the City Council appropriate an additional $169,000 in grant funding which the City successfully received from the CalRecycle’sRubberized Pavement Grant Program for this project, bringing the current project budget to $1,869,000. The engineer’s construction estimateis $1,900,000. Afterreviewing the bids received, staff will return totheCity Council with a recommendation to award the construction contract and, if necessary, request additional funds from Measure M2 and the Gas Tax. CORRELATION TO THESTRATEGIC PLAN: Rehabilitation of roadways and repair of sidewalks contributes to the fulfillment of the City’s Strategic Plan Goal B: Public Safety and Protection of Assets. Specifically, the project City Council AgendaReport Annual Roadway Rehabilitation and SidewalkRepair Project January20, 2026 Page2 implementsStrategy#5whichamongotheritems,isto ensure continuousmaintenance and improvement of transportation facilities BACKGROUND AND DISCUSSION: TheCityisdividedintosevenpavementmanagementzones, withonezonetargetedeach yearforpavementmaintenance.Througharollingseven-yearcycle,thisprogramis intended to maintain and ensure the integrity of all City streets. The current phase, Zone 7 (see attached Location Map), is generally bounded by Edinger Avenue to the north, Tustin RanchRoadtotheeast,BarrancaParkwayandWarnerAvenuetothesouth,andCosta Mesa Freeway (SR-55) to the west. Theroadwayrehabilitationworkincludesasphaltconcretepavementrepair,asphalt concreteoverlay,slurrysealing,andtrafficstripingonvariousstreetswithinZone7. AdditionalworkincludeasphaltoverlayonSycamoreAvenuebetweenCanterbury Avenueandthesoutheasterlyterminus, andslurrysealingoftheparkinglotsatTustin LegacyParkandVictoryPark.Thesidewalkrepairworkfocusesontheremovaland replacement of damaged sidewalk at numerous locations in Zone 7 based on afield survey conductedbytheEngineeringDivision. Theprojectalsoincludescrosswalkimprovements withpedestriansafetyenhancementsonSycamoreAvenueadjacenttoSycamoreMagnet Academy and Saint Cecilia’s Church. A Notice of Exemption has been prepared for the project and will be recorded with the County of Orange. ____________________ MichaelGrisso Director of Public Works Attachments: 1.Resolution No. 26-02 2.Location Map ATTACHMENT 1 Resolution No. 26-02 RESOLUTION NO. 26-02 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, APPROVING PLANS AND SPECIFICATIONS FOR THE ANNUAL ROADWAY REHABILITATION AND SIDEWALK REPAIR PROJECT – ZONE 7, CIP NO. 70025, AND AUTHORIZING ADVERTISEMENT FOR BIDS WHEREAS, it is the intention of the City Council of the City of Tustin, California to contract for the construction of the Annual Roadway Rehabilitation and Sidewalk Repair Project – Zone 7, CIP No. 70025; and WHEREAS, the City Engineer has presented plans and specifications for the construction of said work; and WHEREAS, the CIP No. 70025 project is categorically exempt from the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15301(c) (Class 1, Existing Facilities). NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Tustin as follows: Section 1.The foregoing recitals are hereby incorporated and adopted as the findings of the City Council. Section 2. The plans and specifications presented by the City Engineer are hereby approved as the plans and specifications for: Annual Roadway Rehabilitation and Sidewalk Repair Project – Zone 7 CIP No. 70025 Section 3. The City Clerk is hereby authorized and directed to advertise as required by law for the receipt of sealed bids or proposals for the performance of the work specified in the aforesaid plans and specifications. Section 4. This Resolution shall take effect immediately upon its adoption by the City Council of the City of Tustin, and the Clerk of the City Council shall attest to and certify the vote adopting this Resolution.
