Policy Considerations
• General standard:
o Those who receive private benefit from service pay 100% of cost
• In certain situations, subsidization is an effective public policy
tool:
o Encourage participation
o Ensure compliance when cost is prohibitive to residents
o Promote access to services
• Recommend that City continue to utilize CPI factor to annually
adjust fees.
• Full study recommended every five years

Recommendations
• Conduct a public hearing to consider adoption of the proposed 2026
Comprehensive User Fee Schedule and Cost Allocation Plan; and
• Adopt Resolution No. 26-05 for new development processing fees
and other City rates, charges, and user fees.
• Effective date if approved —April 1, 2026
