on matters which are not on the agenda, provided the matter is within the
subject matter jurisdiction of the City Council.
Topic(s) in which you would like to I am an 18-year resident of the City of Tustin, and I am requesting to speak
address the City Council. during public input to better understand how Flock license plate recognition
(ALPR) camera systems are being used and governed in our city.
I support public safety and recognize that technology can be an important tool
for law enforcement. My intent in speaking is not to oppose these efforts, but
to seek clarity around how these systems operate, what safeguards are in
place, and how residents can be assured that privacy and civil liberties are
being appropriately protected.
In particular, I would appreciate clarification on the following, to the extent this
information is already publicly available or can be shared with residents:
• Whether all Flock systems operating in Tustin are owned and managed
exclusively by the Tustin Police Department, or if any are operated by
homeowners associations or other private entities with shared access
• What policies or technical controls exist to prevent misuse, including
unauthorized tracking or stalking by individuals with system access
• How access to these systems is monitored and audited, and whether any
audit summaries or usage information are available to the public
• What cybersecurity standards and account protections are required to
prevent unauthorized access or data exposure
• Whether the City has established guidelines regarding data retention, data
sharing, and acceptable use
As these systems become more visible in our community, I believe it is helpful
for residents to understand how they are governed and how accountability is
maintained. My hope is that this discussion can help reinforce public trust
while continuing to support effective public safety efforts.
