SUBJECT: ACCEPTANCE OF PUBLIC IMPROVEMENT AND AUTHORIZATION TO FILE
THE NOTICE OF COMPLETION FOR THE TUSTIN SPORTS PARK TURF
RENOVATION FIELD #3
SUMMARY:
The Tustin Sports Park Turf Renovation Field #3 has been completed, and the project is now
ready for City Council acceptance.
RECOMMENDATION:
It is recommended that the City Council:
1. Adopt Resolution No. 26-08 accepting the Tustin Sports Park Turf Renovation Field
#3 (CIP 20093); and
2. Authorize the City Clerk to file the Notice of Completion with the County Recorder's
office.
FISCAL IMPACT:
On July 15, 2025, the City Council authorized project funding in the amount of $664,070 as
appropriated in the FY 2025/2026 Capital Improvement Program from the Park Development
Fund. The final cost of the contract was $491,726.21, including change orders initiated by
the City totaling $57,750.96 under the original scope of work.
CORRELATION TO THE STRATEGIC PLAN:
Tustin Sports Park Turf Renovation Field #3 contributes to the fulfillment of the City's
Strategic Plan Goal B: Public Safety and Protection of Assets, Strategy 5; create and
implement a plan to protect the City's public assets. Specifically, the project implements
Strategy 5a which, among other items, is for the improvement of public facilities.

BACKGROUND AND DISCUSSION:
On July 15, 2025, the City Council authorized the award of a construction contract to Elegant
Construction, Inc. The project scope included replacing existing turf and irrigation,
enhancing drainage, and addressing poor soil conditions. These improvements will help
improve the safety and long-term viability of the natural turf. Similar improvements for
Tustin Sports Park Fields #1 and #2 are planned for successive budget years.
Construction was completed on February 9, 2026, and the project is now ready for City
Council acceptance.

RESOLUTION NO. 26-08
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN,
CALIFORNIA, ACCEPTING THE WORKS OF IMPROVEMENT AND
AUTHORIZING THE RECORDATION OF THE NOTICE OF
COMPLETION FOR THE TUSTIN SPORTS PARK TURF RENOVATION
FIELD #3 (CIP NO. 20093)
WHEREAS, Elegant Construction, Inc. having a contract with the City of Tustin to
construct the hereinafter described public works and improvement; and
WHEREAS, the Project Manager has duly certified to the construction and
completion of said public improvement hereinafter mentioned in a manner satisfactory
to the City Council of the City of Tustin; and
WHEREAS, the City Council finds that said contractor has completed said public
improvement hereinafter more particularly described in accordance with the provisions
of the contract documents and the Notice of Completion, and acceptance of said public
work and improvement should be filed and payment of the balance due said contractor
authorized in accordance with the contract documents;
NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Tustin
that said public work and improvement be accepted, and the same is hereby accepted.
Said public work and improvement is more particularly described as follows:

CIP No. 20093
BE IT FURTHER RESOLVED that the City Engineer of the City of Tustin is
hereby authorized to execute and file a Notice of Completion for the acceptance of said
public works and improvement described herein as required by law.
PASSED AND ADOPTED at a regular meeting of the City Council of the City of
Tustin held on the 17th day of February 2026.
