SCHINDLER, CITY MANAGER SEAN THUILLIEZ, CHIEF OF POLICE Agenda Item 10 Reviewed: City Manager a`V� Finance Director 10 YEAR COOPERATIVE PURCHASE AGREEMENT WITH AXON ENTERPRISE, INC The City of Tustin Police Department seeks City Council authorization to enter into a ten- year cooperative purchasing agreement with Axon Enterprise, Inc. through Sourcewell Contract No. 101223-AXN. This agreement provides a comprehensive, integrated public safety technology platform that modernizes the Department's body -worn camera program, in -car video systems, less -lethal devices, real-time operations capabilities, digital evidence management, and related training and support services. The proposed agreement replaces fragmented and aging systems with a unified, fully supported solution designed to improve officer safety, operational efficiency, transparency, and service to the community. During the evaluation of FY 25-26 mid -year request, a supplemental tool to leverage technology was also discovered in Axon Al Era Solution, which is an integrated suite of AI -powered tools that enhances policing by improving records and identity checks, and strengthening dispatch operations through a voice activated Al partner that provides real-time translation and the ability to triage non -emergency calls for service. RECOMMENDATIONS Authorize the City Manager, or designee, to execute an Agreement with Axon Enterprise, Inc by piggybacking on Sourcewell Contract No. 101223-AXN, in the total amount not to exceed $8,300,000 over ten years; and 2. Authorize the City Manager, or designee, to execute a First Amendment to the Agreement with Axon Enterprise, Inc in an additional amount not to exceed $1,240,000 over ten years in order to add the Axon Al Era Solutions product. To fully fund the remaining contract costs for the current fiscal year, an additional $51,000 has been requested as part of the FY 25-26 Mid -Year Budget Review. Annual contract costs will be incorporated into future budgets for Council consideration. CORRELATION TO THE STRATEGIC PLAN Approval of this agreement supports the City's Strategic Plan goals related Technology and Innovation by enhancing officer safety, improving operational efficiency, increasing transparency, and ensuring responsible long-term financial stewardship through cooperative purchasing and bundled services. BACKGROUND The Tustin Police Department relies on a combination of body -worn cameras, in -car video systems, less -lethal tools, evidence management platforms, and reporting systems to support daily operations and critical incidents. Several of the Department's existing Docusign Envelope ID: A6BE669C-DB25-44DB-AA21-F69A9AF2C1F5 AXON ENTERPRISE, INC AGREEMENT February 17, 2026 Page 3 systems are approaching the end of their useful life or require separate maintenance, licensing, and replacement schedules, resulting in increased administrative burden and long-term cost. To address these challenges, the Department evaluated an integrated solution through Axon Enterprise, Inc., a nationally recognized public safety technology provider. Axon entered into a competitively awarded cooperative purchasing contract with Sourcewell, which allows the City to "piggy -back" on the competitively procured pricing to obtain equipment and services at pre -negotiated pricing without conducting a separate formal solicitation. The proposed agreement provides a comprehensive package that includes department - wide body -worn cameras (Axon Body 4), in -car cameras and vehicle connectivity (Axon Fleet 3), TASER 10 less -lethal devices, real-time operations and video integration through Axon Fusus, unlimited digital evidence storage, AI -assisted report writing and transcription, redaction tools for public records requests, community evidence request portals, and ongoing training, warranties, and technical support. The agreement also includes scheduled hardware refresh cycles throughout the ten-year term, eliminating the need for future capital replacement requests. By bundling these systems into a single cooperative contract, the City benefits from long- term price stability, reduced procurement risk, and significant cost savings when compared to a piecemeal procurement approach.
