SCHINDLER, CITY MANAGER MICHAEL GRISSO, DIRECTOR OF PUBLIC WORKS SUBJECT: APPROVE PLANS AND SPECIFICATIONS AND AUTHORIZE ADVERTISEMENT FOR BIDS FOR HEIDEMAN SCHOOL PARK SUMMARY: The plans and specifications for the Heideman School Park Project have been prepared, and the project is now ready for bid. Construction is anticipated to begin in June 2026, with completion estimated in Summer 2027. 1:7x9191LVAIJi14LIImy-A I 161LIF It is recommended that the City Council: Adopt Resolution No. 26-07 approving the plans and specifications for the Heideman School Park Project; and 2. Authorize the City Clerk to advertise to receive bids. FISCAL IMPACT: The Heideman School Park project is partially funded by a Proposition 68 Statewide Parks Program Grant. The total grant amount available for the project is approximately $5 million, and the engineer's estimate to construct the project is $7,700,000. Upon receiving final construction bids, staff will prepare a recommendation for contract award, to include potential funding options (e.g., Capital Improvement Program adjustments, Park In -Lieu fee appropriations, General Fund, Land Sale Proceeds) This project advances the following goal of the City of Tustin Strategic Plan: Goal A. Economic and Neighborhood Development, Strategy 6. Assess and explore opportunities for expanded recreational activities through a joint -use school site in Southwest Tustin. Docusign Envelope ID: E558271 E-OF72-4C7A-B31 B-3F4F8OB87371 City Council Agenda Report Heideman School Park March 3, 2026 Page 2 BACKGROUND AND DISCUSSION: The Heideman School Park project is a collaboration between the City of Tustin and the Tustin Unified School District (TUSD) for the design and construction of a 3.5-acre joint - use park located at Heideman Elementary School. A Community Recreation Joint Use Agreement detailing specifics of the partnership was finalized in December 2023. The project will be broken down into three phases to support efficient implementation and minimize disruption to Heideman School. Phase 1, scheduled for Summer 2026, will include site clearing, grubbing and demolition, installation of water and sewer utilities for the future phase restroom, electrical stub outs for pedestrian and field lights, installation of basketball court and daycare area pathway lighting, as well as fencing and gates. Phase 2, during the 2026/2027 school year, will consist of constructing the restroom building and shade structure, installing playground equipment and field lighting, developing the volleyball court, and completing fencing, irrigation, planting, site paving, and decomposed granite pathways. Phase 3, planned for Summer 2027, will include resurfacing the basketball court, track, and additional site paving improvements, installation of site furnishings, and the completion of the remaining irrigation and planting. Heideman School Park will provide much -needed outdoor space for the surrounding neighborhood to gather, exercise, celebrate, and relax. Amenities will include a new multipurpose athletic field, playground, restrooms, picnic shelter, sports field, and walkway lighting, running/walking track, outdoor fitness equipment, a tactile experience garden, and renovated basketball courts. Location Map Docusign Envelope ID: E558271 E-OF72-4C7A-B31 B-3F4F8OB87371 ATTACHMENT 1 Resolution No. 26-07 Docusign Envelope ID: E558271 E-OF72-4C7A-B31 B-3F4F8OB87371 RESOLUTION NO. 26-07 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, APPROVING PLANS AND SPECIFICATIONS FOR HEIDEMAN SCHOOL PARK, CIP NO. 20089, AND AUTHORIZING ADVERTISEMENT FOR BIDS WHEREAS, it is the intention of the City Council of the City of Tustin, California to contract for the construction of Heideman School Park, CIP No. 20089; and WHEREAS, the City Engineer has presented plans and specifications for the construction of said work; and WHEREAS, Tustin Unified School District (TUSD), acting as the Lead Agency, prepared an Initial Study and Mitigated Negative Declaration (MND) for the Project, and filed a Notice of Intent to Adopt said MND with the Clerk of the County of Orange in compliance with CEQA Guidelines Section 15072(b), considered all public comments received, prepared responses to said comments, and subsequently adopted the Final MND and Mitigation Monitoring and Reporting Program (MMRP) on May 17, 2021 (SCH 2021040015); and WHEREAS, as a Responsible Agency, the City of Tustin has reviewed and considered the information contained in the Lead Agency's Initial Study, Final MND, and the associated MMRP as they relate to the Project under the City's jurisdiction; and WHEREAS, mitigation measures are incorporated into the City's own approval and that the MMRP is utilized to ensure compliance during Project implementation; NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Tustin as follows: Section 1. The foregoing recitals are hereby incorporated and adopted as the findings of the City Council. Section 2. The plans and specifications presented by the City Engineer are hereby approved as the plans and specifications for: Heideman School Park CIP No. 20089 Section 3. The City Clerk is hereby authorized and directed to advertise as required by law for the receipt of sealed bids or proposals for the performance of the work specified in the aforesaid plans and specifications. This Resolution shall take effect immediately upon its adoption by the City Council of the City of Tustin, and the Clerk of the City Council shall attest to and certify the vote adopting this Resolution.
