AWARD CONSTRUCTION CONTRACT FOR THE 2025-26 ANNUAL
PAVEMENT MAINTENANCE AND SIDEWALK REPAIR PROJECT
Staff is requesting the City Council award a construction contract to the lowest
responsive/responsible bidder for the 2025-26 Annual Pavement Maintenance and
Sidewalk Repair Project.
RECOMMENDATION:
It is recommended that the City Council:
1. Award a construction contract to the lowest responsive/responsible bidder, Sequel
Contractors, Inc., in the amount of $1,588,417.90 for the 2025-26 Annual Pavement
Maintenance and Sidewalk Repair Project and authorize the Mayor and the City Clerk
to execute the contract documents on behalf of the City; and
2. Appropriate $1,000,000 from the Senate Bill 1 Fund.
FISCAL IMPACT:
The Fiscal Year 2025-2026 Capital Improvement Program Budget includes $600,000 in
Senate Bill 1 funds and $169,000 in grant funding from the CalRecycle's Rubberized
Pavement Grant Program for construction of this project. Construction funds in the amount
of $1,000,000 are earmarked within the Fiscal Year 2026-2027 budget and staff is
requesting those funds be appropriated as part of this action. These supplemental
appropriations bring the total construction budget to $1,769,000, with expenses outlined
below.
Expenses include:

CORRELATION TO THE STRATEGIC PLAN:
Rehabilitation of roadways and repair of sidewalks contributes to the fulfillment of the City's
Strategic Plan Goal B: Public Safety and Protection of Assets. Specifically, the project
implements Strategy #5, which among other items, is to ensure continuous maintenance
and improvement of transportation facilities.
BACKGROUND AND DISCUSSION:
The City is divided into seven pavement management zones, with one zone targeted each
year for pavement maintenance. Through a rolling seven-year cycle, this program is
intended to maintain and ensure the integrity of all City streets. The current phase, Zone 7
(see attached Location Map), is generally bounded by Edinger Avenue to the north, Tustin
Ranch Road to the east, Barranca Parkway and Warner Avenue to the south, and Costa
Mesa Freeway (SR-55) to the west.
The roadway rehabilitation work includes asphalt concrete pavement repair, asphalt
concrete overlay, slurry sealing, and traffic striping on various streets within Zone 7.
Additional work includes asphalt overlay on Sycamore Avenue between Canterbury
Avenue and the southeasterly terminus. The sidewalk repair work focuses on the removal
and replacement of damaged sidewalk at numerous locations in Zone 7 based on a field
survey conducted by the Engineering Division. The project also includes crosswalk
improvements with pedestrian safety enhancements on Sycamore Avenue adjacent to
Sycamore Magnet Academy and Saint Cecilia's Church.
Formal bids were submitted electronically and publicly opened on February 24, 2026. Eight
(8) bids were received and are summarized as follows:

Staff have reviewed the references, the State Contractor's License, and registration with
the Department of Industrial Relations and have determined Sequel Contractors, Inc.
meets the City's requirements and is appropriate for the subject project.
Staff recommends that the City Council award the construction contract to the lowest
responsive/responsible bidder, Sequel Contractors, Inc., for the 2025-26 Annual Pavement
