SUBJECT: AUTHORIZE USE OF THE SOURCEWELL PURCHASING
PROGRAM FOR THE COLUMBUS TUSTIN GYM PATIO COVER
PROJECT
SUMMARY:
Staff is requesting authorization to utilize Sourcewell Purchasing Program to acquire a patio
cover for the Columbus Tustin Gym Patio Cover Project.
RECOMMENDATION:
It is recommended that the City Council:
1. Adopt Resolution No. 26-10 authorizing use of the Sourcewell Purchasing Program
to purchase a patio cover and installation services for the Columbus Tustin Gym
Patio Cover Project in the not -to -exceed amount of $282,700.00; and
2. Authorize the City Manager and the City Clerk to execute the contract documents
on behalf of the City.
FISCAL IMPACT:
Sufficient funds have been appropriated in the Fiscal Year 2025-2026 General Fund Capital
Improvement Program Budget for the Columbus Tustin Gym Patio Cover Project.
CORRELATION TO THE STRATEGIC PLAN:
This project contributes to the fulfillment of the City's Strategic Plan Goal B: Public
Safety and Protection of Assets, Strategy 5: Create and implement a plan to protect
the City's public assets. Specifically, the project implementation of Strategy 5a, which
among other items, is for the improvement of public facilities.
BACKGROUND AND DISCUSSION:
The Columbus Tustin Gym patio cover provides an important shaded outdoor area
that supports facility programming and community activities. The existing wood patio
cover was original to the build and constructed in 1996. Over the past 30 years in
service, the wood structure deteriorated to a condition that posed a safety, concern
for continued use. To ensure public safety the Public Works Department
proactively removed the major components that posed safety concerns.

The proposed project will complete the removal of the existing patio cover and replace it
with a new steel patio cover system designed to match the picnic shelter located
in Columbus Tustin Park. This improvement will restore full use of the outdoor space
and support scheduled programming at the Columbus Tustin Gym, particularly during
warmer months when shaded areas are essential.
The scope of work includes removal of the remaining structure and purchase and
installation of a new ICON Shelters patio cover. ICON Shelters was selected for its ability
to match the existing park picnic shelter and for its proven durability and low maintenance
requirements.
Staff recommends utilizing an alternative delivery method through a Cooperative
Agreement, specifically the Sourcewell cooperative purchasing program. This approach
allows the City to utilize a competitively solicited bid conducted by another public agency
on behalf of cooperative members nationwide. By leveraging the collective purchasing
power of public agencies, the cooperative procurement process reduces costs while
maintaining competitive pricing and quality standards.
The use of the Sourcewell cooperative will also streamline the project timeline, allowing the
patio cover to be completed and operational in time for summer 2026 programming and
activities at the Columbus Tustin Gym.
Pursuant to Tustin City Code Section 1625(c), the City is authorized to utilize regional,
state, or federal purchasing programs. Approval of this action would allow the City to award
the contract through the cooperative procurement process to the proposer offering the best
value.
Staff is requesting authorization to utilize Sourcewell purchasing program to acquire a
patio cover for the Columbus Tustin Gym Patio Cover Project, with distribution from
ICON's authorized dealer, PowerCon Improvements, Inc., to utilize contract number
092325-ICON with ICON Shelter Systems to purchase the patio cover and installation
services for the Columbus Tustin Gym Patio Cover Project, in the not -to -exceed amount
of $282,700.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF TUSTIN, CALIFORNIA, AUTHORIZING USE OF THE
SOURCEWELL PURCHASING PROGRAM TO
PURCHASE A PATIO COVER AND INSTALLATION
SERVICES FOR THE COLUMBUS TUSTIN GYM PATIO
COVER PROJECT, CIP NO. 10032
WHEREAS, the City has need to purchase various material, services,
supplies and equipment in order to conduct the operations of the City in
connection with the Columbus Tustin Gym Patio Cover Project, CIP No. 10032;
and
WHEREAS, Section 1625(c) of the Tustin City Code authorizes the
purchase of supplies, materials or equipment through the State Department of
General Services or through the County of Orange Cooperative Purchasing
Program, or other government purchasing program, when such supplies,
materials or equipment can be more efficiently or more cheaply obtained through
such purchasing programs.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of
Tustin, as follows:
Section 1. That in accordance with Section 1625(c) of the Tustin City
Code, the City Council of the City of Tustin, California, does hereby authorize use
of the Sourcewell Purchasing Program, with distribution from ICON's authorized
dealer, PowerCon Improvements, Inc., to utilize contract number 092325-ICON
with ICON Shelter Systems to purchase the patio cover and installation services
for the Columbus Tustin Gym Patio Cover Project, CIP No. 10032, in the not -to -
exceed amount of $282,700.
Section 2. The City Manager, is hereby directed to sign and deliver all
necessary requests and other documents in connection therewith and for and on
behalf of the City of Tustin.
APPROVED AND ADOPTED at a regular meeting of the City Council of the
City of Tustin on the 17t" day of March, 2026.
