While the basin itself accommodates stormwater flows during rain events, adjacent and upland areas of the park are indirectly affected by runoff -related conditions, including sediment migration and periodic saturation. Over time, these conditions have resulted in vegetation loss and exposed bare soil in areas outside of the active detention basin. The project will restore vegetative cover in impacted areas outside of the detention basin through targeted replanting. Plant materials were selected for suitability in variable moisture conditions commonly associated with stormwater-adjacent landscapes. The planting design emphasizes soil stabilization, erosion control, and improved site conditions while minimizing long-term maintenance requirements. It is recommended that the City Council adopt Resolution No. 26-11 approving the plans and specifications for the Legacy Park Improvement Project and authorizing the City Clerk to advertise to receive bids.
