CLANTON, DIRECTOR OF PARKS AND RECREATION SUBJECT: TUSTIN FAMILY AND YOUTH CENTER MURAL PROJECT SUMMARY: At their March 18, 2026 meeting, the Public Art Commission recommended mural designs to be located at the Tustin Family and Youth Center for the City Council and approval. RECOMMENDATION: Recommend the City Council approve the design for the Tustin Family and Youth Center mural, which was created via a public input process led by artist Luis Barajas. FISCAL IMPACT: The artist will be paid $15,000 upon completion of the wall mural, which leaves an available balance of $26,662 remaining in the Public Art Fund as of June 30, 2026. CORRELATION TO THE STRATEGIC PLAN: This public art project fulfills Development, to enhance the vibrancy and quality of life in all neighborhoods and areas of the community. BACKGROUND AND DISCUSSION: In September 2025, the Public Art Commission (Commission) approved the details for a community engagement mural at the Tustin Family and Youth Center (Center), including art medium type, location, and artist recruitment. Staff solicited interest from previously engaged artists and, of 16 respondents, 11 met the qualifications established by the Commission. Following a review of available artists, the Commission selected Luis Barajas for the mural project. Mr. Barajas, along with City staff, conducted two community engagement meetings in February 2026 to gather input from the Center participants and neighboring community members. City Council AgendaReport Tustin Family and Youth Center Community Engagement Mural Public Art Project April7, 2026 Page 2 At the first meeting, attendees were invited to share perspectives on what makes the Center and the neighborhood unique, discussing themes and imagery that could depict those qualities. At the conclusion of the meeting, participants were each given the opportunity to vote for the ideas that they most wanted to be represented in the mural. Based on the input received from the first meeting, Mr. Barajas presented two preliminary concepts at the second meeting: a Loteria-themed design, and programs, and a nature-based design, . Attendees provided feedback on these concepts and selected the Loteria design as the preferred option. Mr. Barajas refined the selected Loteria design and shared it with the Tustin Family and Youth Center patrons, on-site and via social media. The additional feedback received from community members was incorporated into a finalized mural concept, reflecting the Once the mural is approved, staff will work with Mr. Barajas to lead the Tustin Family and Youth Center community in painting the mural, tentatively scheduled for April 1819, 2026. _____________________ Chad W.
